orinda, elementaries, as well as kennedy high school in richmond. those campuses serve more than 1600 students, robert liles shows us, on the, the classmates warned closures to lead to violence. robert? reporter: well, ken, consider this. the west contra costa school district says there is no more money so the city of richmond stepped into the tune of 1 1/2 million dollars and saved three schools in this city from closing. well, now, the board wants the district to take, or wants the city to take that a step further, and save those schools for two years. now one councilman tells us that they are being financially bullied by the board but, about to see, pending elections just may sway tonight s vote. closing kennedy high school is more like a lecture in history. there s been generations passed through this school. reporter: a seminar on psychology. it s like a home wrecker, like tearing down schools, that s a home wrecker. reporter: and a term paper on how to encoura

going to be impacted. that s a lot. it s almost 10 miles an hour of the student population. reporter: but councilmember nate bates isn t buying the argument. he says they have already given kennedy high and two elementary schools $1.5 million to keep them open. contra costa unified school district has been known for misspending. they got to get their act together. they can t keep looking at richmond as an atm machine. it recently received a settlement from chevron to keep the school doors open but the city says that money is earmarked already. now, will the response from teachers, students and parents change the perspective of the school board? that s yet to be seen. what is expected is that this vote will go late into the night. so this decision, it goes will be immediate? it will not b immediate. the city has already given the district $1.5 million to keep those open for the school year. if they don t get it the board has to start sending noticings to parents to s

in short increments of time t wasn t like a year or two went by. it was like within a month or two. reporter: they replaced the copper pipe with heavier copper pipe, replaced that with copper pipe wrapped in insulation and replaced that with pvc, plastic pipe which doesn t conduct electricity. slabs of new concrete along this stretch of 15th show where water pipes have been dug up and replaced repeatedly. cbs 5 investigated the mysterious pipe leak incidents three years ago and interviewed experts who agreed that the cause of the leaks may be muni s light rail system. laszlo at the time worked on corrosion issues for pg&e. i think it is possible that the large number of leaks on the water service pipes are generated by stray current corrosion. reporter: in 2007 after cbs 5 brought the pipe problem to the city s attention, the water department paid out $5,000 to residents in this one block to cover water bill overcharges related to 30 leaks and pipes. but a promised clos
