As closing arguments wrapped up Tuesday in the Quebec Municipal Commission’s complaint against Sue Montgomery for alleged ethics violations, two starkly different pictures were painted for Judge Alain Roy.
Montgomery, the borough mayor of Côte-des-Neiges Notre-Dame-de-Grâce, faces 28 charges of ethical breaches, including harassment, lack of respect toward city employees and failure to maintain a harassment-free work environment. The hearing has lasted for two weeks. The identities of the principal employees at the heart of the case are protected by a publication ban.
