Often times, the confusion is as simple as: What is the scope of the problem we're facing as a city? How many people are experiencing homelessness here?
This year, the population was spread out with the largest concentration of homeless people in the downtown area and South Austin seeing the largest increase.
Typically, ECHO would send volunteers out to count people. This year they had to rely on data from a system that service providers use which paints a very different picture.
