1.0 BACKGROUND
1.1 The African Development Bank Group (the Bank) has been supporting the Government of Somaliland in its developmental efforts. A Grant of UA 5.4 million was approved in June 2016 to finance the Water Infrastructure Development for Resilience in Somaliland.
1.2 The Water for Infrastructure Development for Resilience project consists of the following three components: -

The construction and rehabilitation of water and sanitation infrastructure: This component is focused on providing access to water in order to meet high-priority needs in drought-stricken areas.

Capacity Building: This component will support the capacity development of the Ministry of Water Resource (MoWR) in Somaliland including the beneficiary communities. Proposed activities include; procurement of essential Operation and Maintenance (O&M) and laboratory equipment and training.

In an Aide Memoire dated Feb. 11 signed by DepEd Undersecretary Alain Pascua, it was noted that more than 3.5 million students – from Kindergarten to Grade 6 – received food and milk under the SBFP.
DepEd said 3,517,807 students received nutritious food products (NFP) under the SBFP and 3,136,951 million also received milk through the SBFP’s milk component.
“These numbers represent a 205.9 percent achievement for NFP and 176.69 percent for milk of the 1,775,349 [target] beneficiaries,” Pascua said.
As of December 2020, Pascua said that there were 34, 771 schools which implemented the NFP component while 33, 732 schools included the Fresh Milk component.
“With the challenges brought about by the pandemic, DepEd adopted and innovated strategies to implement the SBFP following all standards and health protocols,” Pascua said.
TINAPA loan: Cross River ordered to pay N2.5billion to ECOWAS Bank
The said fund was obtained by the then Donald Duke-led administration to fund TINAPA Business Report.
The ECOWAS Court of Justice on Friday ordered the
Cross River State Governmentto pay an outstanding loan of $6.5million it obtained from ECOWAS Bank in 2005 to fund the TINAPA project.
The $6.5million translates to about N2.5billion at the current official exchange rate.
Edward Asante, a member of the three-man panel who delivered the judgment, ordered the statement government to make “immediate repayment of the sum of $6, 455,846” to the bank.
He also ordered the respondent to pay “the agreed interest of 6.5 per cent per annum on the sum of $6,455,846 commencing the August 31, 2018 until date of final payment.”

DepEd Undersecretary for Administration Alain Del Pascua, in an Aide Memoire dated Dec. 2, explained that in July, 2020, Paolo Bediones, through his company Ei2Tech, together with several media practitioners and some individuals from the private sector, offered a “proof of concept” that was free of charge for the Training of DepEd Teachers and Personnel in the Production of Curriculum-based Television Lessons.
To help the members of the television industry, Pascua said Ei2Tech contracted over 400 professionals and suppliers from various networks who were gravely affected by the pandemic to produce a specific number of episodes to execute the proof of concept which can now be seen on television. He noted that the arrangement was “output-based” or dependent on a specific number of episodes for all the contractors.
