big counties. could there still be surprises left? reporter: well, you can never rule out any surprises here in florida, but at least half of the counties here in the state have finished their manual recount in the senate race as that noon deadline tomorrow is approaching. as of last night. 35 out of 67 counties here had finished their hand recounts in the race between senator bill nelson and republican governor rick scott. but there are still some counties that have a little bit more work to do on down ballot races including broward county and palm beach county where they finished the recount in the senate race but have to get to the agriculture race. they will continue with the recounts at 8:00 a.m. as well as potentially announcing the numbers in that senate race recount where they had to count

to be disgusted by this process but there is zero evidence of fraud. shannon: more about incompetence that it is about willful misconduct? somebody who lives in broward county for a very long time, it has been through the process since 2000 and beyond, it s totally embarrassing to anybody who lives here in broward that somehow we are always the focus of attention. but again, i want to make sure your viewers understand the recount that we are going through is a machine recount that is statutory as compared to what it was in 2000. this is a statutory mandate, anything under .5% needs to go through a machine recount and then the reports come thursday and then the states, if there s any other races, probably the senate race in the agriculture race that will be under .25 will have to have a manual recount which basically looks at all of the over votes where people voted twice in the same race in the under votes where they didn t vote at all in that race. that s what s happening.
