CSPAN2 Key Capitol Hill Hearings March 20, 2015

Why not insist on a period of two or three years . Mr. Chairman, we think that a oneyear breakout time, not only is sufficient but is quite conservative. We believe that with the verification and inspections and monitoring well insist on in any agreement, that would give us more than enough time not only to detect any abuse of the agreement but also to act on it. If you look what various experts said, many have said that a far lesser period of time would be sufficient to detect and act on any violations well, let if i can just add to this very quickly. One year is conservative. First of all thats the most if everything went perfectly for iran it would second, the idea that any country, including iran, would break out for one bombs worth of material is highly unlikely, like i said let me go to this question. Will you insist that the inspectorred have anytime, anywhere access to revolutionary guard bases and will iran have to satisfy all questions iaea has regarding irans coverture searc

The committee will come to order. We meet today to consider two of president obamas nominees in the Intelligence Committee. Mrs. Caroline dianne krass, nominee to be the general counsel of the cia, and ambassador Daniel Bennett smith, nominee to be assistant secretary of state for intelligence and research. As we would say, inr. Welcome to you both, and to the family and friends with you today. I also understand that senator bennett will be introducing ms. Krass and should arrive shortly from another hearing. When he does come in, i will give him the opportunity to make his remarks, and then we will go back to whatever we are doing. We have received answers to our prehearing questions from both nominees, and those can be found on the committees website for anyone whos interested. Chairman Julius Genachowski and former fcc commissioner robert mcdowell. Thats followed by our discussion with congressman greg walden, chairman of the house subcommittee on communications and technology. Guest were in a landscape thats absolutely shifting, and there are areas of the statutory scheme where it would make sense to look at and say are those keeping up with the changes in the marketplace. Fundamentally, having this kind of competition, programming innovation, access by new players to consumers and access by the traditional players to viewers in new ways. Obviously, whats happening on tablets is amazing. Whats starting to happen in the living room is very exciting. Were in just an incredible time when it comes to the delivery of video programming to consumers. There are issues. We heard it at the commission, both of us did, from distributers who were concerned about the costs of programming. Consumers are concerned about the costs of programming, so thats an issue of i thin

On these matters . Number one, the doj and the importance of congress intellig and number two, how your views will guide your interactions with this committee, engagements with it and engagements with the doj. Completely agree that this committee plays a Critical Role in the oversight of the cia, particularly because so much of the work of the cia has to remain secret by its nature. This committee needs to provide the important checks and balances that would normally be provided, in addition, by the American Public in those circumstances. I think the doj plays a Critical Role in giving advice to the agency. For advice is authoritative the agency. I would consider it my duty to sake sure that the committee were informed of all intelligence activities. I would also make sure that the information provided to the department of justice and to the Legal Counsel was accurate and timely and uptodate. It, i havece with interacted many times with lawyers from the agency. My experience has been v

This committee and staff which i appreciate. I will need Additional Information and assurances to support your nomination. Why . I noted the cia has not responded to requests for other information that are necessary for completion of the study. You pledged to look into it which i appreciate. Secondly, to ensure a copy of the review and programs is provided to the committee. It appears this review which was initiated by panetta is consistent with the report but amazingly it conflicts with the official cia response to the report. If this is true, it raises fundamental questions about why a review conducted internally years ago and he never provided to the committee is so different from the formal written response. If this is true. We have requested a copy, but the cia has yet to provide it. Finally, i would like to see a Public Statement from the white house committing to the fullest possible declassification of the committees study as well as the cias response to the study. I understand
