I have been president of russian hill neighbors for four years, when this subject came up, and supervisor ferrill suggested it and i said, having four neighborhood groups in the north east sector of San Francisco has about as much chance of succeeding as surfing in a tsunami and so i just have to applaud this group who has met for two and a half years, bi monthly, without any ripples, roughles, waves, or anything, it is remarkable.
