To revive the talks that have stalled for over a month now, Felix Tshisekedi, president of the Democratic Republic of the Congo and current chair of the African Union, presented a new initiative May 9 regarding the dispute over the Grand Ethiopian Renaissance Dam (GERD) during a tour that included Egypt, Sudan and Ethiopia.
Tshisekedi met with officials of the three countries in an effort to resume the fitful negotiations that have been spanned a decade over the dam Addis Ababa is building on the Blue Nile, the main tributary of the Nile River.
The initiative is supported by the United States and the European Union and includes a short-term initial agreement on the second filling stage of the dam s reservoir. It stipulates that Ethiopia shall provide information on the filling timelines and the volume of water flows to the two downstream countries.

The US is sending its first ever Special Envoy to the Horn of Africa on a trip to Egypt, Sudan, Eritrea and Ethiopia in what the State Department said was to address “interlinked” security issues in the region.
Mr Jeffrey Feltman on Tuesday embarked on a 10-day trip as the Special Envoy of the US to the Horn of Africa. His choice of countries to visit suggests the kind of issues he may address, such as the controversial Grand Ethiopian Renaissance Dam (GERD) on the Blue Nile and the Tigray conflict in Ethiopia.
“Special Envoy Feltman will hold meetings with officials from the respective governments as well as the United Nations and the African Union. He will also meet with a range of political stakeholders and humanitarian organisations,” Ned Price, the State Department Spokesman, said on Monday night.

Foreign and irrigation ministers of the three nations were attending the talks over the Grand Ethiopian Renaissance Dam (GERD), along with AU experts, according to Ethiopia’s Irrigation Minister Seleshi Bekele.
A Sudanese diplomat was quoted as saying by The Associated Press news agency that the experts from the three countries and the AU met on Saturday, ahead of ministers who would meet on Sunday and Monday. He spoke on condition of anonymity because he was not allowed to brief media.
