Witnesses include National Institutes of Health Director Francis Collins and food and Drug Administration commissioner scott gottlieb. The Senate Committee on health, education, labor, and pensions will please come to order. Todays hearing is about the Opioid Crisis we are facing and what the federal government is doing about it. Senator murray and i will each have an opening statement. Then well introduce the witnesses. After the witnesses testimony senators will each have five minutes of questions. Lo rot. One thing i will say on that, congress wrote this so it would be an educational process. First year you get a tap and next year its a bigger tap and by the third year its a pretty big tap. People will be getting their w2s in january and theyre going to work on their taxes and theyre realize sometime in february, march or april, but not only do they owe 1 of their income for this year, but theyre also going to owe 325 per adult, almost 1,000 per family if its a large family, and or 2 of their income above the filing limit for next year. However, the exchanges close their doors on february 15th. So, people will not have a way of avoiding that penalty unless they qualify for a special Enrollment Period. I think that hhs has the authority to declare a special Enrollment Period for people who are going to owe the penalty for next year or who owe it for this year and to leave that open a bit longer.
