Portland police altered the mugshot photo of a bank robbery suspect - painting over all his tattoos - before showing them to tellers for identification, but never documented the changes in their reports. A 52-year-old Portland man whose manipulated mugshot was used to help build a criminal case against him has pleaded guilty to four bank and credit union heists but likely will avoid federal prison under a plea deal that calls for time-served.
