Years. They were awakened in the middle of the night and saw the flames. They were nearly in tears as they spoke about the fire. We heard two shots, the shot of flame shooting high in the sky and we thought, my god, whats that. Probably cant be replaced. Im sure theyre insured but people with can not be replaced so theres a lot of heartbreak. It makes you wonder how quick things can change our lives. Reporter the fire quickly went to a fourth alarm, although firefighters got here fast they say that heat and flames were too intense to go in. They were alerted to the blaze at about 3 30 in the morning by an alarm company, and that was quickly followed by a 911 call from a neighbor. I dont get why a Smoke Detector or something wouldnt have woken them up or got them, you know i dont get it. I dont think this needed to happen. Near future or not is a big question for us. So i think from my perspective or my concern is that you are in essence robbing a Property Owner of a right to choose to govern the future of their property. Am i misunderstanding your amendment . Im not too sure to say that im robbing anybody of anything. If im what i have done is been able to talk a lot of people with these properties and probable 99 people out of 100 would support this. Did you talk to a hundred people . Yes i did. So basically i understand this. I want to make sure i understand this correctly and mr. Chiu maybe you can walk me through. Your legislation is voluntary, right . That if a Property Owner chooses to voluntarily participate in this conversion, there is no penalties or restrictions should they do so, correct . And what i understand is that this motion is basically saying that although there are in law units already out there, we are going to prohibit you from having the ability to participate in whether you want

Also those who are going to be harmed because of legislation. When we enter into this legislation we always deal with unintended consequences. What im trying to do with my proposal is nip that in the bud. Its clear when we take into consideration a continuance on this item to have the opportunity to understand everyones proposed amendment and how this might factor into the legislation. Before we move forward i think we should continue this item. I think of course im happy to continue this discussion. But we should continue this item in order to give everyone an opportunity to make whatever proposed changes to hopefully talk this out with the author of the legislation. Thats my suggestion. And again, this is the reason why. I know that these are the folks that the families that i have mentioned before are going to be the ones negatively impacted. Speculators are not.
