And one of the rating agencies, S&P Global Ratings, upgraded the state’s rating outlook to stable from negative, saying New Mexico appeared well positioned to navigate headwinds that include federal policy changes regarding oil and natural gas drilling on public lands. Both rating agencies cited New Mexico’s hefty cash reserves, which are projected to hit nearly $1.8 billion for the budget year that starts in July – or about 24% of total state spending.
