There is no permanent budget, there is a temporary option for 45 days, there is no understanding how quickly. The house of representatives will want to elect a new speaker, how quickly the process of a new speaker will end, and most importantly, there is not even a question of how much the new speaker will be willing to cooperate with the administration to pass a new budget, and how much he will be ready for this new budget to include some articles related to aid to ukraine. And here the question is quite simple, whether the administration can provide this military aid without real approval.
