The fear of being fined for an overdue book may soon be over, as the Timaru District Council explores ways of increasing library user numbers. A report to the council, prepared by Timaru Libraries manager Adele Hewlett says the proposal, which will go out for public comment in this year’s draft Long Term Plan, comes after several councils, including Central Hawke’s Bay, Rangitikei District, Selwyn, and Masterton, removed library overdue fines. “Nationally and internationally, this has been identified as a successful way of increasing library use and reducing access barriers, particularly to low income families. The benefit to the library system is clear, in terms of increased use,” Hewlett’s report says.
