the public is getting a chilling picture of early moments inside robb elementary from police body camera footage. am i bleeding? am i bleeding? reporter: early chaos and glimpses of calls to action. we ve got to get in there. we ve got to get in there. he s going to keep shooting. reporter: that plea coming minutes after the massacre began. but that first interaction, the only time the officers are seen in the video physically confronting the gunman for well over an hour. at one point, uvalde school district police chief pete arredondo, seen trying to reason with the shooter. you let me know if there s any kids in there or anything? this could be peaceful. reporter: arredondo, who s on administrative leave, maintains he was not the innocent commander that day. this new footage released as the most comprehensive report to date conducted by the texas house finds law enforcement, which ultimately reached 376 officers, didn t honor their most basic responsibility. the
we were told that the families viewed the video or were ginn access to the video and told that it was going to be released publicly. they were so upset about the other video released. so the mayor being aware of that sensitivity wanted to give the families an opportunity to be aware of this. for him this is about trance parns sy and what we see in this body camera footage and we should warn is disturbing. the language and the footage. it really takes you inside those moments inside that school. you have a police sergeant outside the school making decisions and deploying officers unaware of what s going on and that there are children in a classroom and then seeing finally in the other video released we finally get to see chief pete arredondo who s scrutinized over the inactions in this incident. and then we also hear a radio transmission, a police operator telling a police officer late in the incident in the 12:00 hour of this incident saying a student calling 911 inside the c
the family members the heartbreaking hallway surveillance video of the school shooting, which this surveillance video was leaked to a texas newspaper and published earlier in the week last week. cnn s shimon propose pez and rosa flores joining us now from uvalde, texas. shimon, you have obtained a copy of this report. tell us what you can so far. reporter: well, right off the top it s very clear that this committee found and i think this is significant that the blame as to what happened here in terms of the lack of law enforcement response, disorganized response, at one point quoting it as chaotic, the blame rests on almost every law enforcement agency that responded to the scene. you know, we ve heard a lot from state officials essentially blaming everything on one person, saying that it was the school chief who was the incident commander and this was the individual making all the decisions. while this report does not find that to necessarily be the case, they say ther
hello again, everyone. thank you so much for joining me this sunday. i m fredricka whitfield. we re following breaking news on a damning new report with heartbreaking details into the massacre at robb elementary school in uvalde, texas. the report just released by the texas house investigative committee found systemic failures and egregious poor decision making by multiple entities including law enforcement, the school and the shooter s family. the report also says the attacker likely murdered most of the victims before responders were able to get to the school. 19 children and two teachers were killed in may when an 18-year-old gunman broke into the school and opened fire. we are joined now from uvalde, texas. this is the first we re hearing now in this report that in this fact-finding report that the committee believes that most of those 18 children and two teachers killed were killed before the first responders got there even though in the surveillance video you can hear r
why have we heard so many different messages, frankly, lies families don t know thank you. i m going to ask my colleagues if they want to comment as well. multiple systemic failures. our report does not look at other comments that have been made to try to compare and contrast and whatsoever. we laid out the basic facts as we were charged with to do. and what i said early on about law enforcement. the officers who knew or should ve known that this was an active shooter situation by their training, experience should have done more. we are very clear on that. not every officer on the scene had that same information and had that same opportunity to comply with their training. one of the things this committee has not done because we re a three-person committee, is to go through and determine which law enforcement personnel knew what, what did they know and when they knew it. in order to do that i think that s going to take many months to go through all of the different video
