The Peruvian Bishops’ Conference congratulated the country’s congress for the passage of Law 31935, which specifies the rights granted in the constitution to unborn children.
By a vote of 72-26 with six abstentions, Peru’s Congress passed a bill on Nov. 9 that expressly recognizes the rights granted in its constitution to unborn children.
Carlos Polo, director of the Latin American Office of the Population Research Institute, believes that abortion organizations are using situations like these.
