HILLSDALE  The mayor and council are at odds over a proposed $16 million budget that he called irresponsible.  Under the proposal, the borough is looking at a 5.33% tax increase, with a levy of $10 million that is just under the cap on annual increases.  Mayor John Ruocco said his biggest concerns were a lack of transparency in a bond that the council plans to issue, possible cuts to library funding and extra funds for twice-a-week trash pickup.   The council is looking to issue a $10 million bond to build a community center and refurbish four fields: Memorial, Beechwood, Stonybrook and Centennial. The bond would be paid over 10 years and translate to about $304 per average household
