LAHORE: As the second monsoon spell wears out and the third one enters the country next Monday, farmers and water planners have reason to rejoice: showers have eliminated water shortages, helped substantially fill both major dams and benefited the entire crop cycle (rice, sugarcane, and maize). According to Met department officials, the country received 23 per cent more rain between July 1 and 23 than its historical average. During these three weeks, Punjab received 17pc more rain, Khyber Pakhtunkhwa 32pc, Gilgit-Baltistan 151pc, Azad Jammu and Kashmir 9pc, and Balochistan 49pc more rain. Sindh was the only unfortunate part that received 12pc less rain.

APP/File LAHORE: Punjab has, so far, planted rice seedlings on 70 per cent of its targeted five million acres and hopes to see the crop going beyond the target by far like the last year. In the previous season, the province had fixed the target of 4.5 million acres and ended up sowing paddy crop at 5.9m acres. Planners think that the figure may go beyond the five million mark and they are certain that it would touch even the last year’s figures because sugarcane has hogged much larger area this season. Sugarcane was sown over 19.20m acres last year and it jumped to 21.40m acres this year.

As the agriculture sector in Pakistan transforms, so does its labour dynamics. Rural labour in the country has historically been an informal exercise, serving an exploitative feudal system and surviving in a legal vacuum without a wage system or formal working hours and conditions. Things have begun to change: the rural labour force is getting organised. Farming groups are strengthening their social power, negotiating both the cost as well as the time for a particular job. The labour contractors aware of workers aspirations are assuming the role to formally articulate their demands. Their efforts have yet to get a legal framework but these are not causal exercises. Slowly, but surely, the power of choosing work, its timing and cost, is shifting to farm labour. The trend may be slow and week in some areas and strong and relatively fast in others, but it is certainly underway throughout the country.
