Des Moines city officials are once again requiring face coverings in city buildings in response to rising levels of COVID-19 transmission in Polk County.
The city lifted a previous mask mandate, which covered all indoor public spaces, in May, citing CDC guidance and the increasing availability of vaccines. A week later, Iowa Gov. Kim Reynolds signed a bill prohibiting counties and cities from requiring private establishments, such as businesses, to have face-covering policies that are more stringent than a policy imposed by the state.
The ban does not apply to a city or county s ability to impose a mask mandate on public property, and Wednesday s announcement was narrowly tailored to city properties while reflecting the most recent changes in federal guidance.

The references were made by Tom Conley, president and CEO of The Conley Group, in emails to city officials, which the Des Moines Register obtained under Iowa s open records law, and on his Facebook page.
The Conley Group provides services for several Des Moines and West Des Moines municipal buildings, several West Des Moines school district buildings and the Des Moines Metropolitan Wastewater Reclamation Authority, according to the documents reviewed by the Register.
