宜蘭縣這名新增的境外移入確診個案（案15319）是一名20多歲的男性，本身是宜蘭人，5月19日曾在國外因咳嗽及喉嚨痛而確診，當時CT值為15.3，經過休養之後，因有公務要回國處理，在6月26日持3日內陰性檢驗報告搭機返台。
縣府衛生局表示，案15319抵達台灣後，搭乘防疫計程車回到宜蘭自宅居家檢疫，7月9日由衛生局安排搭乘防疫計程車進行居家檢疫期滿前的採檢，結果為陽性而確診，CT值為34，疫調顯示這名個案返台後確實遵守1人1戶居家檢疫的規定，且期滿時依衛生局安排採檢，因此沒有任何的足跡，也沒有匡列相關的接觸者。
在疫苗施打進度上，宜蘭縣長林姿妙表示，7月12日起開放69至71歲的民眾接種疫苗，除了可到合約醫院及診所施打疫苗，也可到12鄉鎮市衛生所施打；7月13日起，進一步開放給65歲至68歲民眾預約，呼籲符合施打資格的縣民
