knock $8.7 billion off the gross domestic product. joining me, nbc news white house correspondent jeff bennett, capitol hill correspondent, garrett hague and jennifer ruben. welcome, everybody. garrett, i ll start with you. there s a deal that the democrats are offering. what is it and is the president going to take it? reporter: it s not all bad news here in washington. there s a couple getting engaged down below here. we ll that i can as a good sign for this week. the deal that democrats are talking about doing when they come back in on thursday, we re talking about seven different parts of the government that are shutdown. they would pass full funding for the next year for six of those. on the 7th they will pass a continuing resolution to fund it until february.
border wall and $8.7 billion for disaster assistance. they married everything together. the reason i talk about the rules committee, you have to first approve a rule to get to the bill. if they defeat this rule in the next hour or two here, all bets are off. they don t have a plan and it s an embarrassment to republicans. this is the plan b and didn t work. if they approve it, they can debate the underlying ball. that s where they ll have debate and later this afternoon or in the early evening an up or down vote on the plan. then it goes to the united states senate. the house and senate at that point are not in alignment. but we re seeing where this could be a poison pill. sometimes these changes sweeten a bill, sometimes it hurts it. we ll see in the next couple hours. neil: let s take a leap and saying it passes in the house. what is the next stop? then it has to go to the
fiscal year 2019, with $4.4 trillion, $1.2 trillion to a discretionary spending funds, half of that to the military and to domestic programs, we do have funding there and $111.4 billion with an emergency fund that is not included in the budget and half of that goes to spending money overseas and everything going on over there but we have money there. the department of education and all these departments that end up with $18.7 billion emergency funding. it is not about money but democrats and anti-trump is sticking it to trump because he doesn t do his job which is fulfill campaign promises. heather: democrats hate the idea of the wall. speaking to a lot of media, a politico interview and washington post interview, this
double that. $8.7 billion. are you going to release all the back up data to prove your number? yeah, i have to release tremendous amounts of information. i don t know what it is, but it doesn t matter because frankly, i m worth a tremendous amount. forbes doesn t know it. they re very nice people, but they don t know what i have. whether it s 4.1 or ten or more than ten, doesn t matter. of course it does matter to him. he never released those tremendous amounts of information he promised me. why. well, i love that quote. if it s four or ten, it doesn t matter. what if it s $400 million? the cut off for the forbes 400 was 2 billion. he wouldn t have been on the list at all. that would have been very big news. we believe a lot of us in the journeyist community the reason he s not revealing his taxes is people base the assessment of his net worth on a sort of cash b flow basis.
