vote, even for president, to understand why i want to look again at what political gerrymandering is and why if you have an election today your vote really matters. every ten years congressional districts are redrawn to reflect the change in population. now they re redrawn by the party controlling whatever state the districts are in. political or partisan jerry mandmand gerrymandering is drawn to that districts will benefit someone. you can be sure there is no makes, rivers, or boundaries governing that. or the 35th district here, or louisiana s second district. it s the reason some of the districts look to weird because they re drawn without a rhyme or reason. there are two ways to politically gerrymander. one is called cracking.
how do you tell? push into some of these. the third district in maryland, nothing natural recurring about the shape of that. look at pennsylvania s seventh district. something up when designed that? no square boundaries or rivers, roads. texas 35th district makes no sense either. look at louisiana s second district. look how far east and west that spans. all right. so look at some of these things. how does this apply to pennsylvania? in 2011 republican-controlled legislature in pennsylvania redrew its constitutional map. that s the problem you see here. look at these shapes of these districts. last month the state supreme court ruled the map was unconstitution naally je lally gerrymandered. the state s democratic governor rejected that bringing to today, the pennsylvania supreme court has taken the issue into its own
version, he explained, would be the first part of that. let s bring in congresswoman maxine waters of california s 35th district. thanks very much for your time tonight, congresswoman. you re welcome. delighted to be here with you. we know what the process has to be. the house in an unprecedented move has to pass the senate bill without changing anything in it. that bill then gets signed into law and immediately you start working on a reconciliation bill to pass both the house and the senate that will correct many of the deficiencies or other issues in the senate bill that the house wants corrected and now including some senators want corrected. is the timetable of march 18th realistic for at least getting the house to pass the senate bill? i think this timetable is perhaps more realistic than any of the other timetables that have been set in the recent past. i think that members of the democratic caucus have gone through a grueling debate and, you know, many of us have fought
