20% for defense, 2% for homeland security, 2% for education, 6% to pay interest on the federal debt. what s left funds all the other functions of government, road building, veterans, national parks, you name it. taxes don t cover it all. in fact, out of each dollar spent by the federal government this year, only $0.61 is paid for by taxes. $0.39 is borrowed. many experts call that figure stunning. the fact that we re borrowing so much is okay in a year coming out of recession but it s incredibly dangerous we don t have a plan to bring the borrowing down. reporter: then this number, 47, the percentage of american households that paid for federal income tax last year. the number has generated much discussion, genuine outrage. who are these mothers making
