capitol hill. the senate moved to put an end to the air traffic tlouns of flig s of flight de. the bipartisan legislation approved last night would allow up to 253 million dollars to be transferred to the faa from parts of the transportation department and the fund should keep the air traffic control up to speed through september 30th. the house could vote on the measure as early as today. there is still no word on what caused last week s deadly explosion at the fertilizer plant in the town of west, texas. but some congressional democrats are looking into whether gaps in federal regulations are putting those who work and live nearby similar plants in jeopardy. records show that the plant had seven employees. that s it, just seven. lawmakers want to know if the plant was exempt from federal regulations because it had few working there. such a question was raised as victims of the explosion were remembered. nearly 10,000 people attend a ceremony to honor those killed. the flag draped
