this is how they start every morning at the naval weapons station in middletown, new jersey. we honor the flag by raising it each morning. we re all military personnel and civilian personnel, stop, come to attention, either salute or place their hand over their heart. reporter: they always played it at 8:00 a.m. on the emergency broadcasting system until it broke three years ago. the loud speaker was fixed this past summer, reigniting that old tradition of playing the morning colors through the speakers, making it echo loudly through the neighborhood. i don t think there is a problem with it noise wise. reporter: some people living less than half a mile from the base complained, like pat, who lives here on 11th street. she called police three times to report the noise. i called all of those who complained and went to knock on their doors, but no one would talk. they did, however, speak earlier
to a local newspaper. bob willie lives here on 11th street and said this to the paper. why should someone not in the service have to wake up to revely? his neighbor said, we re only asking them to drop the volume. we re not against anything. the base heard their complaints and did turn down the volume of the morning colors and now complaints are coming in of a different sort. residents who miss the morning patriotism. it disturbs their sleep at 8 in the morning? oh, come on. it really wasn t loud. it was just right. i can t believe that people complained about it. we could hear it from our house. and first of all, you got used to hearing stuff, you live near the naval base. reporter: this mother says it s the reason her five-year-old daughter learned the star spangled banner. she would get prepared and stop eating her breakfast and sing the song with it. i thought it was the cutest thing, plus she was learning to be patriotic. i think if it s too loud, you re too old.
information is going out to other offices, to other agencies, false information can get sent by accident, and you know, there does have to be a degree of caution in what you report. tom, hold on a minute. brian todd is on the scene for us at the u.s. navy yard watching what s going on, getting more information even as we speak. brian, are law enforcement authorities moving towards the area, moving away from the area? because as you pointed out earlier, it was a little confusing. what s going on right now? reporter: there was some confusion, wolf. i can say that both of those cases are true. we ve been moving toward and away from the area. we saw a large ambulance heading down that way seemingly toward another entrance to the unable yard. there are multiple law enforcement vehicles down 11th street which is where i m pointing this direction here. there is a chopper, a park police chopper circling nearby, multiple agency officers down the street and have been coming around the corner
drab colored possible mirt style uniform. we have no information to believe that either of those folks are military personnel but we do have information that those individuals are wearing military style uniforms. cathy lanier, d.c. police chief. a manhunt, emergency manhunt clearly under way as a result of po tensionally her words, potentially two other shooters remaining at large. there s some movement over there at the navy yard. brian todd is on the scene. what are you seeing, brian? reporter: a lot of police activity just now coming down 11th street toward this staging area down here. this is clearly some kind of staging area for law enforcement. our photojournalist of mark can zoom back here to what appears to be a staging area. there is tactical vehicles and personnel. we saw some plain clothes personnel donning some tactical
being one of the people injured during the standoff. as you mentioned, the shooter is apparently still barricaded in here. the national d.c. police and capitol police and police jurisdictions with a massive presence circling this navy area. you can t get on here without any kind of i.d. or clearance and it takes just it s a heavily secured area of this part of washington, d.c., with walls all around it. so just to give you a lay of the land here, we are on m street and 11th street. we can hear a police chopper circling above here. as far as we know, this is still a very fluid situation. they have evacuated part of the navy yard but there s a shelter in place for part of this security. we just got word that president obama has been informed by the homeland security office that this is taking place, the president is keeping up to date about this
