At least a half dozen of the roughly 20 towns facing such lawsuits have proposed settlements in the works, according to state court records. And the town of Stratford has resolved all of its cases, according to Christopher Tymniak, the town’s chief administrative officer. While details of the settlements have yet to be disclosed in most cases, in those that have been disclosed, towns are agreeing not to tax the systems moving forward. It’s unclear whether they are refunding money already paid by developers.
“All of the towns and all of the plaintiffs have been referred to mediation with Judge Ron Kowalski,” said Benjamin Proto, a lawyer representing several of the towns. “He’s literally taking these town by town and trying to work out an agreement with each.”

CROMWELL - The Board of Finance has put off action on a $1.8 million request for a range of capital projects, including a new roof for much of Town Hall.
It did so as it awaits clarification of the ways in which impending federal stimulus funds can be used, as well as the level of tax payments, and the outcome of the vote on the proposed town budget, board Chairman Julius C. Neto said Friday.
Even as it delayed action on the other requests, however, the board approved a $130,000 allocation for a new backhoe for the Highway Department.

CROMWELL - The Board of Finance has adopted a $54.3 million proposed budget for the coming fiscal year, a package that will go before voters on May 4.

The Finance Board acted after spending about 45 minutes reviewing the general government (or town) budget, but made no reductions in that $17.9 million part of the proposal.
The board did recently reduce the proposed increase in education spending by $312,000 to $32.7 million.
The Board of Education had submitted a proposal calling for spending $33.1 million, a 3.9 percent increase from its current budget.
In presenting her proposed budget, Superintendent of Schools Enza Macri shad said the $33.1 million budget was what she needed to overcome the impacts of the coronavirus pandemic and the disruptions it created for students psychologically and emotionally.
