From Marquette Street in Davenport, Iowa, there s an old church in an old neighborhood, but the people here - and the area - are doing a One Eighty. This is one of the hardest communities when it comes to poverty and crime from south Chicago to east St. Louis. This is it, explains Rusty Boruff.
At the center of this community is Rusty, who is living proof of what doing a One Eighty means. I couldn t shake the addiction that I had in my life and ended up homeless and in jail, he recalls. JANESVILLE, Wis. A driver from Janesville was arrested on suspicion of a 4th offense OWI early Friday morning.
A trooper stopped a vehicle from driving into the wrong lane and almost hitting oncoming traffic on Highway 11 at North Pahl Road, according to a news release.
Officials said the trooper made contact with 48-year-old Paul Olsen and saw multiple signs of impairment. Olsen was later arrested on a 4th offense OWI charge.

âGraffiti has become an ongoing problem on Sylvan Island, the 37-acre nature refuge nestled in the Mississippi River between the Rock Island Arsenal and River Drive in Moline.
River Action board of directors member Dr. Norm Moline and Executive Director Kathy Wine gave Moline city council members an update Tuesday night on the condition of Sylvan Island and plans for its future.Â
River Action works in partnership with the city s parks and recreation department to maintain the island. It really is a unique place and a lot of people use it, Moline said. It s a wonderful thing for your city s park district, and we thank you for managing it.
