Schumer, Gillibrand announce emergency Head Start funding in Capital Region

WASHINGTON — U.S. Senate Majority Leader Chuck Schumer and U.S. Sen. Kirsten Gillibrand recently announced $1,096,431 in supplemental emergency Head Start funding to foster productive learning and ensure all students have access to robust early childhood education programs during the COVID-19 pandemic. This federal funding was allocated through the Administration for Children & Families (ACF), a division of the U.S. Department of Health and Human Services (HHS), and will support the needs of children in low-income families while adhering to COVID-19 standards in the Capital Region. Specifically, these funds can be used for mental health services and crisis response, additional classroom staff to meet social distancing standards, personnel costs, the delivery of meals to children in a remote settings, sanitization supplies, and more. 

Applications for rent, utility relief lagging

Programs to assist tenants who owe back rent and utilities because of a financial hardship caused by the coronavirus pandemic are off to a slow start, with several counties reporting they’ve distributed only a fraction of the money allotted. Lackawanna County began accepting applications for $6.2 million in federal funding it received to aid renters on March 4. As of Thursday, it had received about 300 applications and distributed $600,000, according to Eileen Wilson, housing resources coordinator for the county’s Department of Human Services. Luzerne County received 783 applications and paid out $1.4 million of the $9.4 million it was allocated, said Dave Ritter, director of housing for the Commission on Economic Opportunity, which is administering the program for Luzerne and Wyoming counties. Wyoming County received 24 applications and paid out about $24,000.
