One displaced in Red Lion apartment fire Monday morning York Dispatch One resident was displaced as a result of an apartment fire Monday morning in Red Lion, the fire chief said.  Crews were dispatched at 5:42 a.m. in the first block of East High Street and finished up at the scene around 8:30 a.m., according to Alliance Fire & Rescue Services Chief Scott Gingrich.  With the time of day it was, we fought some availability from crews,  Gingrich said, adding that the company requested two additional engines from other departments. The fire, which was contained to the kitchen in a third-floor apartment, was determined an accident caused by cooking, Gingrich said.

Fatal fire investigated in Alliance Friday Victim is 40-year-old man

ALLIANCE A 40-year-old man who was in a garage when an apparent explosion occurred died Friday, according to the Stark County Coroner s Office. James M. Phillis was pronounced dead at the scene of the fire at 6:15 p.m., said Harry Campbell, chief investigator with the coroner s office. Firefighters had responded about 5 p.m. to a report of a garage fully engulfed in flames in the 1200 block of S Liberty Avenue. Heavy smoke was visible when firefighters arrived. An explosion apparently occurred after Phillis had entered the garage, Campbell said. The detached garage was near Phillis home, he said. Campbell said Phillis death is being investigated as a fire fatality.

City Council moves forward with plans to redevelop Carnation City Mall ALLIANCE  The city is moving forward with plans to redevelop Carnation City Mall.  Alliance intends to put the mall property, located at 2500 W. State St., into a tax incremental financing program (TIF) that would exempt the property owners from 100% of real property taxes for 30 years.  Under the proposal, the city would take temporary ownership of the property before transferring it to Fairmount Properties, a Cleveland-based developer that plans to redevelop the mall into a supercenter retail facility.   City Council passed an ordinance Tuesday to execute an agreement between the city and Marlington Local School District for the district to receive an amount equal to 25% of what it would have received from property taxes if not for the TIF program.
