NORTH KINGSTOWN â On Monday night, a motion to extend the townâs state of emergency declaration due to the COVID-19 pandemic sparked debate among town council members along party lines. Despite the extension being endorsed by the North Kingstown Chamber of Commerce and being necessary to, according to town officials, bolster small, local businesses, Republicans on the council rejected the proposal while Democrats ultimately approved it in a 3-2 vote.
The motion comes after Governor Dan McKee last week announced a number of relaxations on existing pandemic-related restrictions, including lifting the outdoor mask mandate by May 7, along with no limits for social gatherings and businesses and places of worship being allowed to return to full capacities on May 28. Gail Elaine (Smith) Atkin
Gail Elaine (Smith) Atkin was born Nov. 14, 1937, in Visalia, Calif., and passed away April 9, 2021, in Rio Rancho, N.M.
She was the younger daughter born to Ross Watson Smith and Hazel Gertrude (Brown) Smith. Her father worked for California Edison, and her early years were spent in the rural areas of the power company’s communities.
She met a young man, Frank Gilbert (Gil) Atkin, in 4-H when she was 15, and they became lifelong partners. They married Sept. 27, 1953, in Porterville, Calif.
Together, they began their first of many entrepreneurial ventures, raising chickens and turkeys to sell to area livestock producers. She also grafted navel oranges on rootstock for area orchards.
