Speaker Jacob Oulanyah informs the House that Hon Amos Lugoloobi will present the budget on behalf of the President.
Hon Amos Lugoloobi has just been appointed as State Minister for Finance awaiting vetting by the Appointments Committee.
Uganda’s per capita income is increasing steadily. In Financial Year 2015/16 it was US$ 808 and is projected to increase to US$ 932 in Financial Year 2020/21.
Coffee remains the leading agricultural export earning US$ 497.4 million in the Financial Year 2019/20. Dairy exports fetched US$ 204.5 million, while Tea exports earned US$ 71 million in Financial Year 2019/20.
He added that he was inspired by the courage and tenacity of the families who had been continuously campaigning for justice since the 70s. Today, Madam Deputy Speaker, thankfully, after many years of campaigning, the Ballymurphy families got the truth out there for the world to see. The inquest findings into the people who were killed in Ballymurphy in 1971 were clear, he said. The families of the Ballymurphy massacre have been absolutely and totally vindicated today, and the truth that some people in this house will not want to accept is this, if those people were entirely innocent, then the soldiers that killed them, were guilty.
“That this Assembly supports the government’s agriculture value-added strategies as highlighted in our provincial growth plan, recognizing that it will support Saskatchewan in both our short-term economic recovery as well as its role in ensuring the long-term prosperity of the province.” Mr. Cockrill
Mr. Speaker, thank you for recognizing me and I appreciate the opportunity to rise in this House today to bring forward a motion which I will be formally moving at the conclusion of my remarks here today.
Mr. Speaker, before moving to Saskatchewan I had the opportunity to work for a number of years in the agriculture sector in British Columbia. Working in both the greenhouse and the field vegetable sectors gave me the opportunity to see a number of different operations. At both of the operations where I worked, we worked relentlessly to capture more and more of the value chain to make our operations more profitable.

Madame Deputy Speaker, with your permission, I would like to make a statement on our new Global Anti-Corruption Sanctions Regulations.
Corruption has an immensely corrosive effect on the rule of law, on trust in institutions.
It slows development, it drains the wealth of poorer nations. It keeps their people trapped in poverty.
It poisons the well of democracy around the world.
Whistleblowers and those who seek to expose corruption are targeted.
Some have paid the ultimate price with their lives, including of course Sergei Magnitsky himself – the inspiration for our Human Rights Sanctions regime.
