Panic among XL Bully owners as they are yet to receive exemption certificates on the eve of the law banning them in the UK coming in - as others say they cannot afford to get the £92.40 documents

From February 1 it will become a criminal offence to have an XL Bully without an exemption, and owners face having the dogs seized by police and given an unlimited fine.
