As we take a live look at ben franklin parkway, the city of philadelphia has declared a snow emergency effective at midnight tonight. What that means do not park on those snow emergency routes. If youre trash collection is on thursday, sorry, but youve got a hold it until next week. Wednesday pick up tomorrow because of mondays holiday is now on friday. And philadelphia public and arch diocesan schools are both closed tomorrow along with a host of other schools. Youll see them all running along the bottom of your screen throughout the night. Lets take live look at Atlantic City right now, because the snow it is already flying there. At 10 0 2 00 p. M. Its just the beginning the shore is get the brunt of this thing. And a wint storm warning elsewhere and then after the snow comes some serious cold. If anything demands team coverage, this is it. Chris oconnell is live down the shore which could see the highest snowfall totals. Shawnette wilson is live with how people are preparing. Dave kinchen is in Burlington County where some have no heat because of a big gas leak. We begin, though, with our kathy orr. Kathy . Lucy, this is a huge storm and the know is racing up the eastern seaboard as you can see its in south jersey and delaware. Its moving into wilmington and soon in philadelphia within the next hour or two. Were talking about six to 10inches through south jersey and southern delaware. Thats where the blizzard warning is. Winds gusting to 50. Four to 6inches in a large region in the philadelphia area and south jersey. Two to four us a get murder north and town 2inches in the poconos. Now, we do consider this storm extremely large storm and we are just going to get a glancing blow in philadelphia. A couple feet of snow in new england. The snow will be at heaviest between 4 00 and 6 00 a. M. 11am during good day philadelphia, of course, sue serio, mike masco will you covered for that. Yes, as this storm system continues to rapidly intensify or bomb out, the drops in pressure will mean the wind will be picking up. Lets focus in hour by hour and talk about those winds. As they pick up in particular down the shore. Watch the clock. 4 00 a. M. Gusts up to 39 Miles Per Hour Atlantic City and wildwood. Thats Tropical Storm force. Then as we continue into the mid to late morning time frame, gusts as high as 45 perhaps even 50 Miles Per Hour down the shore. Take look at the power outage index. We do have the potential for some Power Outages. Especially along the coast. As we move into kent county, sussex county, delaware, also the jersey shore. Be mindful that we could experience Power Outages also, as you move toward sections of the pocono mountains so once again, watching for gusty winds, kathy, with this storm system in addition to that snow. Yes. It will be very cold tomorrow. Right now temperatures are only in the 20s even at Rehoboth Beach where its snowing right now, you can see the snow sticking very quickly. As this storm moves up the eastern seaboard as scott mentioned its going to intensify and those winds will, whipped chills will be brutally cold by tomorrow night and friday. Chris, we saw with our Atlantic City camera the snow is already flying. Reporter yeah, the snow just started about five minutes ago, lucy. Take a look. Were here on the Atlantic City boardwalk where, yeah, its the talk of the town. Its not every night people down the shore prepare for a blizzard but thats exactly whats forecasted and its got people down here on the shore scrambling to get ready. Ive been edgy, nervous. Reporter folks down the shore repairing for the worst. Fell the need to come out because quite honestly i dont have any of this stuff at home. So i thought for sure i should have it just in case i do need it. Reporter at the Home Depot Store in absecon, snow shovels and ice melt were flying off the shelves. The kids want to shovel snow we only have one shovel. I had to buy another shovel. If the kids want to shovel snow, give them a shovel. You worry about making sure you have enough in the house. It doesnt take long for the temperature in the house to drop and then if the power is out for too long, then you start having pipes freeze up. So weve been in this long cold smell spell for quite sometime now. Now, in Burlington City, crews are making progress fixing a broken pipe thats behind a big gas leak. They have been at it for hours now. All right dave kinchen live in Burlington City. Dave, whats going on now . Reporter well there were evacuations but residents have been going back into their homes even though crews continue to work. Extra manpower called in to fix a Burlington City gas leak that forced the evacuation of up to 15 houses including kathy cabrera. To my house to get my car or something. I cant walk the streets. It was an immediate precaution we didnt want to take a chance. Pse g arrived and assured theyre throttling the pressure down and made it safe. Emergency management coordinators say crews responded around midday after reports of fumes in the area. It was the strongest gas smell i ever smelled. Like i know smell of gas, but it was terrible. Reporter Officials Say a 20inch gas main broke at salem and mill roads right along the Burlington City and Burlington Township line. The leak has been contained but teams continue to work. We can tell you that neighbors say there was construction in the area before the break happened. The official cause is not known. No injuries reported. Lucy . Thats good thing about the injuries. Reporter his Attorney Says his client converted to islam almost ten years ago and sources say state and federal investigators are looking into his connections at a mosque here in philadelphia, one in trenton and one in newark, new jersey. Court records say he purchased hand guns here at classic pist pistol. Then returned trying to purchase an m4 assault weapon. He was refused. He purchased several guns here at mikes gun shop and an ak47 at a gun show in oaks last october. He is a man who loves his family, and is not a violent human being. So dont park on snow emergency routes to help out the Parking Authority has a fivedollar parking in select garages across the city. The subfreezing temperatures are bursting pipes across our area. Weve been dealing with a lot of water line breaks from the big ones that carry water to your neighborhood to the smaller ones that carry it to your home. Fox 29s bruce gordon is breaking down why everything is breaking down. Reporter City Water Department crews were on the scene at second and south streets wednesday afternoon preparing to rip up the street to get at a broken 8inch water main one of the slew of breaks that accompanied the plunging temperatures. John diguili is h2o spokesman. What has this last week or so been like for the water department. Its been very challenging. Yesterday alone we repaired at least 15 water main breaks in the city. Reporter part of the problem is that well over half the citys 3200 miles of water pipes are made of cast iron an older type of material thats been out of fashion for decades. Cast iron has no give to it really. Cast iron is very very hard and it doesnt really have any flexibility in the metal. Reporter almost a little brittle of sorts. Sure. Reporter water mains are laid at least 4 feet deep below the frost line so the breaks dont come from water freezing and expanding. Instead says diguilio its simply very cold water flowing through pipes that cant always handle it. So when you see water temperatures going through cast iron pipe and the water expanding even though the water isnt freeze the pipes arent freezing youre putting additional stress on a pipe that, you know, doesnt really have much give to it. Reporter but what about those frozen pipes that meet you when you get home from work on a bitter cold day . Thats a different story. Heres a cool video from steve spanglers science on youtube. In it, they fill a pipe with water, seal both ends so theres no place for it to go, kind of like when you shut off your faucet as the temperatures drop. Now, they freeze the water, more quickly than usual, with liquid nitrogen and for heaven sakes. Kaboom a broken pipe, water all over your house and an expensive bill to come. Those lines that run from the water main to your home are called service lines. Usuausually, three quarter inch copper pipe. They can of course break as we showed you or freeze and simply block the water from getting to your home. Either way if youve got a service line problem, its your responsibility as a homeowner. The 19yearold hit by a car around 1 00 in the morning on december 23rd as she an group of girlfriends got out of their car to go to go into the vanity grand along the 6100 block of passyunk avenue. She got out the car on the passenger side side. Walked around and went to come across the street, and a car zooming up the block and really hit her. All she seen was like bright lights. The black car. Reporter kyra was critically injured. Breaking both legs and fracturing her pelvis. Spending the last 12 days in the hospital, the teen now looking at six weeks in this rehabilitation facility where she was transferred last night. She has two rods in her legs arc plate in her other leg, opinions and rods in her pelvis bone, and like she got to learn how to walk again.
