Walk further youll meet peter welch whose homeless and makes no excuses. Failures in my life have come because of decisions and things ive said and cup and i see that happening in this country far too often. Reporter homelessness is up in the city this year. Panhandling is well according to Homeless Services director liz hirsh puts it down to one key element. Take wild guess. This is the opioid epidemic. Some of the folks youre seeing may not be homeless. They may be panhandling out here for money, but, um, yeah, its a big hairy problem. Reporter thats the up tick hyped you and liz another that the demographics prove it more young people for instance. Now, if you meet valerie who is homeless and has a history of opioid abuse shell tell you that there are those who didnt bottom out on heroin until they became homeless. I also feel like, you know, theres people that its the opposite. You know, they were using and then that caused them to hit rock bottom. Reporter yolanda panhandles at eighth and mark. She says her reasons are purely economic. It costs so much to live and they know how to get us every time. If it wasnt the soda tax, it wasnt the cigarette tax, now its the food. Reporter liz hirsh Homeless Services says the city is adding 150 permanent Housing Units this year as well dozens of new treatment slots including medically assisted treatment. Try to understand when you see someone out there theres reason. A different one for each person. I always remember. Different circumstances and that absolutely could be me. Im hank and thats my take. Drug sniffing dogs weve all heard of them. Bomb sniffing dogs, sure. But a dog that can sniff out online predators that caught our attention. Hank traveled to Delaware County chick out. First i thought that was weird but after you told us and explained it, i said okay. I understand now. Yeah. I mean my dog is find any piece of food. Reporter dog lovers pleasantly surprised. Me, blown away at what i saw today. Its hank and im in Delaware County Council Meeting room in media where theyre about to bring out something the likes of which ive never seen, a dog trained to sniff out child pornography. My take, the same as yours. How . How is that possible . Delaware county da john whelan made the announcement. Today were announcing a new weapon in the war against child victimization, Child Sexual Exploitation and the name of that weapon the name of that special tool is charlie. Reporter charley is a two yeared yellow labrador trained to sniff out the chemicals used to manufacture electronic the fake she demonstrates finding a flash drive in one of three blue bags. Child predators use such devices to hide illegal photos and videos. Key evidence that charlies handler matt evans says she can sniff out. Its going to have huge impact because now you cant hide anything. Right. When youre talking about card that you can hide under the carp or between the wallboard and the floor board, you know, its amazing what, you know, shes able to do and it will have huge impact on this. Reporter cost of charlie plus training about 12,000 combined. Covered by Homeland Security grant. Charlie is one of only about a dozen dogs in the us doing this kind of work. Delaware county says shell work with state and other county agencies on their investigations. Her reward when she finds something, she gets her ball. Part of her training i take her out, and we throw tennis balls that have the odor imprinted on them. Thats the reinforcement for her. Reporter all right. I came down to the kent dog park in drexel hill the only dog park run by the county. None of these dog owners are surprised. Not one bit. Dogs are mans bev friend. Yes, maam. And so im not surprised that they can be trained to do this. Reporter right. I think its great. Reporter i tell was between drug detect, bomb sniffing, seeing eye work, service dogs, therapy and seizure dogs, all they do i shouldnt be surprised when dogs do something incredible. But if charlie has half the impact on internet child predators that officials hope she will im grateful an mazed. Good job, charlie. Thats a good dog. Im hank and thats my take. So cool. Evesham and voorhees have been cracking down on drunk driving but not through arrests or traffic stops its free ride for people who have been drinking in the towns bars and restaurants. Hank went to evesham to find out if its working and if so why arent other towns hopping on board . Success to me we brought between five and 6,000 people home that felt they had too much to drink and need add free ride home. Reporter its hank im here with evesham mayor randy brown whose done something really good and trust me i tried to poke holes every way from sunday and i can do it. They really cut down drunk driving in town. My take everybody else oughted to the same thing. Evesham police chief chris chew is proud of the operation saving lives and got toed mitt its hard to argue it with the numbers. Success for me having zero fatalities since we started this program dui fatalities. Zero. Zero. Zero. Zero. Having a over 35 decrease in dui arrests. Reporter think about it. You ever try to drive drunk. Cant get your keys in the ignition. You get it started and youre all over the road. Youre dangerous. To yourself wonders. You need a ride and evesham and voorhees have offered that for two years now free rides home from the bar via uber and the money isnt a thing. It doesnt just reliable upon business buy that, it release on resident buys and weve got fundraisers for the eve shall save lives problem its a nonprofit. Weve not only had residents and businesses and restaurants donated to program. Average ride five and a half bucks. He works across eve san and voorhees between 9 00 p. M. And 2 00 a. M. And thats when the marlton tavern is doing the lion share of night side business. This is water. I swear. It could be something else. Owner george laugh todays says its good for business. Customers are free to have good time. They basically make arrangements to get dropped off here at the marlton tavern have a good time. Not worry about how much alcohol they consume and basically get the free ride home. So its been a win win. Route 70 carries thousands of cars through evesham daily. Palpable decrease in drunk driving and zero fatality its massive. The question is where is everybody else. Mayor brown says some politicians dont like the role the dice on new thing but evesham has done the hard work and establish add workable mod model. Other towns ought to at least try to follow suit. Im hank and thats my take. Coming up police in one local community have an idea. They want to use resident security cameras to protect more than just their home. New fast play games are out. And lucky you has progressive top prizes. Bet i can clear these shelves faster than you can play. Ready. Go cans condiments hitting the floor i won fast play. Play fast. Win instantly. After 8 years of chris christie, is kim guadagno the change new jersey really needs . Guadagno is christies handpicked successor. Says shes proud to be part of the christie administration. Guadagno was Chris Christies right hand as our schools came under attack, Critical Services were underfunded, and our Credit Rating was downgraded. 11 times. From the bridge to the beach, weve seen it all, and weve had enough. Kim guadagno isnt the change we need. Like paperless, multicar, and safe driver, that help them save on their car insurance. Any questions . Yeah. How do you go to the bathroom . Great. Any insurancerelated questions . Mmhmm. Do you have a girlfriend . Uh, im actually focusing on my career right now, saving people nearly 600 when they switch, so. Wheres your belly button . [ sighs ] ive got to start booking better gigs. What do you think . Is big brother watching us because it sure seems like that. Security cameras are just about everywhere. Should your personal surveillance cameras link up to Police Departments to create a comprehensive Neighborhood Watch . Our hank flynn went to winslow township, new jersey, which is trying out just such a program. Everyone wants to live low crime neighborhood. As much as they need us we need them. Reporter its hank. Im in winslow. Security cameras are every, right. Absolutely says police chief george smith he sees security cameras as an untapped Crime Fighting resource that could be put to better use. Hes asking people who have cameras at homes and businesses to register them because the next crime will occur. Ask if theyll review their camera if they have footage of the crimes or get away vehicle to say, were ate able to gather that information, bring it back. Hope we solve the crime a lot faster. Keep our neighborhoods safer. Reporter is big brother watching us . I dont think thats the question. My take is, why arent more towns doing this . First of all it work. This video from winslow homeowner shows a man holding up a woman at knife point and taking her purse. It turned out to be instrumental in the arrest of that suspect. Chief smith says hes not interested in your ip address he just wants to be able to reach out if theres crime on your block. Jay coney says hey, it happens. Because of the internet a lot of people coming down here breaking into homes, certain homes. You have people going around here slashing tires. They have a fairly elaborate cameras set up. Several cameras out front and several others. Come out here. We look at the cameras. Call the cops and let them view it. And then they take it from there. Reporter that isnt a nutshell the way chief smith wants the system to work. And while jay says his wife is the expert, the would likely be interested in joining the registry. Lisa having her brother install cameras following a couple of incidents. She says her next call will be to police. Yes, maam. You will be registering yours when you get them. Definitely, definitely. Thats very important. All right. Look im as paranoid as they come honestly but big brother this aint it. Strange crimes and strange times. Winslow police are able to any questions you have. Im hank and thats my take. Its home tour like no other for a house that turn out to be special. Actually historic. Man in bryn mawr shows us exactly what to do when you buy a piece of history. Heres hank. Just redoing it every day wed have 20 people stop by and ask questions. Leave notes and letters for me to sort of tell them what im doing. Its hank. Im in bryn mawr with jude plum hes had to become a pitt pretty good host because something that he bought had a lot more underneath than he realized. My take is, history will put to you work. When jude plum bought the house next door to the one he grew up in in bryn mawr he knew it was old. Well, i discover this in the first theres book the first 300 of lower merion. Okay. And this was dated in that book. Once he started fixing the mace opalgia way layers of exterior he realized 300 log cabin lay underneath practically untouched with original beams and everything. Brought in specialists and historic renovations. He would cut the logs with an ax the way they did 300 years ago. Reporter with the same kind of ax. The same tools they used then. Reporter three centuries of old secrets are woven into that house. This is a woman shoe buckle from that period. It was buried in the mortar above the door for good luck by old tradition. We found in the foyer place a tomb stone. What . Jude has no idea why and theres brick with a turkey foot fossil in the kitchen and jude says that aint all. I found there was a murder in the house. The house isnt listed on any historic registries jude wasnt limited in what he can do. He adhered to historical guidelines but had central air and beautiful kitchen install. A guy has got to live. This is beautiful. Looking to get it on the National Registry and leave it to the town to make a small museum when hes done with it. People talk the talk on preser preserving history but jude walk the walk. And he did it with style. Im hank and thats my take. Up next, philadelphia is no stranger to gun violence. Our hank flynn wants to know what is wrong . No secret philadelphia witnesses a lot of gun violence. Tragic and true but hank has got a question. He wants to know whats wrong with us. Why all the violence. We have a low selfesteem so once we develop this low selfesteem win ourselves, we go out without thinking and we do all types of things to people. Reporter its hank. It happened right about here on west 53rd street a couple of weeks ago. You might remember it. A couple of kids held up a 60yearold man at gun point and after he gave them what he had, they shot him any way. My take is, theres something wrong with us. Muhammed some people call hit pretty boy has lived near mark be 52 and his whole life. We can blame the on idol ti time. We can play it on donald trump. We can blame it on this. We can blame it on that. But never do we look into the mirror and blame it on ourselves because this is where it starts. Reporter west philly has known about violence but lots of places do. This is much more. Were not treating each other well. As humans. No respect. No regard. Think of it just the last couple of months, cosmo denardo and sean kratz allegedly slaughter four acquaintances over what . David desper accused of gunning down College Bound Bianca Roberson because of a traffic dispute . Girard grandzol murdered in front of his toddler daughter for nothing. Why . Its inexcusable. Everybody used to play basketball with sports and everything like that even if it was in the neighbor. Reporter hit man is 30 years old hes seen a drastic change. More so every corner you go to you got worry about if its safe that you can walk down that block. Reporter we know families are a factor. Jobs are a factor because money is a big factor. Mental health is a factor. Were looking at a dozen problems rolled into one. Whats up. Antoine brown runs unity in the Community Works on this stuff daily and weve got elevate how we see one another. We have to stop seeing each other as enemies and start seeing each others love. When you look at someone with an angry heart or angry mindset, you tend to want to do things to people. I think once, you know, you start to see people in a way as if you wanting better for them we start treating each other better. Reporter hes a big man of mentoring and he says social and many other forms of media are poisonous to developing minds. I also know the good in the world far out weighs the bad but you dont hear as much about it. The sky is the limit for people. Were also on the verge of destroying ourselves. Its weird. Sometimes really sad. Im hank and thats my take. Up next, what one septa bus driver was caught doing on camera went viral. It was a good deed. You may have seen this video recently on fox 29. A septa bus driver caught on camera helping someone out of the goodness of his heart of the he wasnt aware at the time that he was being recorded. No, he wasnt. Our hank flynn has heard a lot of folks say the news only shows the bad in the world, right . But what about the good deeds caught on video . Heres hanks take. Reporter heads up. Here we go. Jeff, would you expect any bus driver to do what you did . I would expect it. But i cant say theyre going to do it. Right. I expect all of them to do it. Reporter its hank. Septa driver jeff school field got caught on camera the other day going out of his way to do a good deed. Should we applaud him for it . You bet but my take is, it will be really cool when doing the right thing is no big deal. 20 years behind the wheel of a septa bus taught jeff school field plenty but top of the list is still rider safety and that includes helping people across the street even if hes got to get off the bus to do it. That particular day i had a visually impaired gentleman get on the bus. Right. So, you know, it was hard for him to get across the street so i got off the bus and i escorted him across the street. I didnt want to see the man get hit. Reporter video shot by a rider impressed with jeffs consideration round up op facebook and here we are. You know these septa drivers put up with a lot. Riders on, riders off, tempers, traffic, sometimes they make the news in unflattering ways. Sometimes people attack them. Drivers like jeff do good things all the tile. You just dont hear about it. More than half of septa riders on average take the bus and the ones i spoke with say by and large the drivers do a tough job very well. They deal with whole lot of chaos. Reporter its a visible job they do. Bus driving almost like police in that people watch what they do and everyone is a critic. Ralph branch is jeffs colleague he let jeff know his good deal was on social media and ralph says hes glad it got out. Perception of bus drivers want not were not doing our job, were difficult to deal with want not, but jeffs story i its kind of typical of bus drivers. We go out of our way to help people to try to do the right thing to make sure passengers can get to where theyre doing from where theyre going where theyre going each and of single day sale. Reporter theyre just people getting through the day like anyone else try something next time you pay your fare. Smile at your driver and tell them theyre doing good job. You will make their day. You might even blow their mind. Im hank and thats my take. Blow their mind in a good way. Thats all the time we have for hang tonight. Keep your eyes out. Hank may be head to do your neighborhood next to get the scoop. Kyle mom mom kyle, we talked about this. Theres no monsters. But you said theyd be watching us all the time. No, no. No, honey, we meant that progressive would be protecting us 24 7. We just bundled home and auto and saved money. Thats nothing to be afraid of. But good night, kyle.
