Police say the shooting happened last night on hstreet in northeast d. C. Take a look at the scene here. Hstreet was shut down for hours for traffic near 8th street while Police Investigating all this. Police chief spoke at the scene. He says police were responding to some type of domestic situation. Thats when things escalated. Our officers responded for a second time to a domestic situation. They were out here. They were looking for a suspect and returned to a home. Not really sure about the details of the domestic. When they get on the scene, they confront an adult male who appears to be armed with a handgun. The officers end up firing their weapons. Police officer tweeted this picture of that handgun. They say it was found at the scene. Well update you on this developing story as we learn more about an fbi raid that happened in sterling. Documents alleging that the man at the center of the raid is an isis supporter and may have been planning something quite sinister. The documents revealing information what he did as fbi agents were breaking down his door down on friday. Here is how things unfolded. Reporter the house here in sterling is dark. Its quiet now, but on friday, it was a scene of an extensive fbi raid. And now we know why. The man who lives here, allegedly under investigation for ties to terror. Fbi agents spent hours taking evidence out of the home of sean duncan, but they had been building their terror case against him for some time. According to Court Documents, a relative tipped off the fbi in february of 2016, saying duncan had converted to islam, may have been radicalized and expressed approval of westerners being isis and conducting an attack in the u. S. The documents also reveal that duncan had conducted hundreds of internet searches for weapons, ammunition and paintball venues and looked up how to make bombs. The documents say when fbi agents came to the front door for the raid on friday, he ran out the back in his bare feet, tried to get rid of evidence he had destroyed, memory chip and thumb drive. The records also show in june during an investigation of the death of his infant, authorities found numerous searches on his phone for isisrelated material and attacks, weapons and body armor. During the raid of duncans home, fbi arguments carried out countless boxes marked with red and black evidence tape. Duncan is expected to make his first appearance in federal court on tuesday. Gentlemen the one word that comes to my mind is just utter chaos. Yeah. Good morning. If you watched chris gordons report on thursday night, you saw he was in the fair fax tax office with these huge lines of hundreds and hundreds of people waiting to pay their taxes. Then an official came out and made the announcement, hey, we ju we interpret it, you will not get this benefit and everybody left. It was just an amazing visual to see these huge lines and then an empty office once this irs ruling came down. Scott, the irs, the changes in the tax law are going to affect the people in this region maybe more than in some other regions. Uniquely impactful no matter where you are in our area, this new irs rule, because it limits deductions for your property taxes. Where are some of the most Expensive Properties in america . We know its right here, your mortgages, your rent is. The Property Owner has a huge mortgage. Property taxes are immense here. But what montgomery did and what Prince Georges County thought about doing, allowing people to prepare, makes total sense politically. You are responsible as a county government to be responsive to your constituents and clearly they were going to want this if they could make this happen. It caused a bit of scrambling. Why they were thinking of doing is this. They have to be responsive to what their constituents want even if it means a lot of hard work and scramble. A lot have collected money that they will have to get back. Thats the question that were waiting to find out what happens. You have a lot of people who in some jurisdictions mailed in their prepayments, and so paid online . Will those be cashed, returned . You know, theres still a lot of Unanswered Questions in this. Scott, if we take a broader look at the new tax law, talk about some of the other ways it might impact residents in this region . The lax law itself is a bit of a mystery. The supporters will acknowledge theyre not sure how its going to play out. They think it will be favorable to those who get their paychecks and see more in the take home and less in the taxing. Property taxes where people are most directly impacted because they recognize when they write their mortgage, theyre folding in that tax money each month and the mortgage bill is a hard bill to pay. To see that and see the ls frustrate some number of people at the end of 2018, at the end of 2019. Im wondering what the political implications of that are. In maryland n Northern Virginia n d. C. , is this tax bill going to be as popular as it is in the other 48 states in america . Remains to be seen. As does the results in the Virginia House race thats still hanging in the balance. The thin house race 94th district lands in court before Elections Officials could draw names out of a pot, democrat Shelly Simons asked a court panel to reconsider the decision to give one contested ballot to republican david yancy which tied the race. If simons wins the seat, the House Chamber will be split 50 50 between republicans and democrats. Who would have thought that we would see this kind of drama played out here in virginia and its actually a drama thats being followed all over the country. Virginia is the place to cover politics for next year, not just because of this but what were going to look at the house race and how pivotal virginia will be in 2018 and in the president ial elections. So virginia is a hot spot. Yeah, this has got a lot of people paying closer attention to, you know, these kind of intricate things about how do we decide a tiebreaker in the state . A lot of people had no idea it was decided by chance, which was put on hold while we still wait in the courts to see what happens with this final ballot. Scott, who someone think their one vote doesnt matter. This is the place to watch and cover politics right now. Two spectacles. Lot of disappointed people wednesday morning at 11 00 a. M. Lot of nonpartisan journalists and observers of politics and people outside of virginia were disappointed they didnt draw a lot. You want to see what that was like when you draw a winner of a contested race in the ballots of power, chamber of the legislation out of an old f canister. Weve been deprived that opportunity. Somehow the democrat does prevail in the 94th district and simons wins and its a 50 50 split, the choosing of chairmans of committees, the choosing of who gets what piece of power and who doesnt is going to be pure theater because who is in the room when the votes are taken . Do you have all of your horses lined up . Do you have all of your votes lined up because in a 50 50 split, one absence, one bathroom break, one missing vote could be pivotal. So what kind of scrambling must be taking place right now. Both parties are preparing to that and alerting their membership you have to be here and there. Your commitments must be to us many. In virginia, its a part time legislatu legislature. You go to new york, michigan, those are fulltime legislatures. Virginia different. A purple lined construction worker held at gunpoint. News 4 reported the connection between the hold up and killing of a teen in silver sfrings. Ms13 gang members are at the center of both crimes. News 4 worked on this story and looked at the charging documents. Tell us what youve learned about this case, these cases an how you determined they were connected . Right. So the first case was back in october. As we all know, purple Line Construction has been going on and Maryland Transit Authority has taken over, bought a lot of properties that are in the way that had to be so there was this one property on university boulevard east and a purple lined employee was going through doing a routine inspection before the house was to be demolished and he came down some steps and was confronted by four men armed, one with a handgun out another with a machete strapped to his leg and there was a brief interaction between the two where they all looked at each other, didnt know whats going on. Fortunately for this employee, the ms13 gang members who they turned out to be let him leave the house unharmed. He called police. Police came back, raided the house and found out that it is what is called in the gang world a destroyer. Its a vacant house they squat on and even had shrines to their saints that they honor in the ms13 culture. Okay. Then a few weeks later, a teenager one of the four people arrested in that case was released on bond on december 22nd. On december 24th, found shot multiple times in an Apartment Building less than a quarter mile away from that same location where the purple line incident happened . The cases are connected . Because we know that the suspect in one was the victim in the other. So Court Documents show ms13 members are frequently found in that neighborhood, were talking between university boulevard and New Hampshire avenue. You read the charging documents closely, what it reveals is that Montgomery Countys gang unit apparently routinely does undercover surveillance in that neighborhood that you just described between university boulevard and rhode island avenue and during that surveillance they witnessed these four ms13 gang members who are known to them go in and out of that house. And in that neighborhood. And also shows Tacoma Police have their own surveillance going on in this area. Scott, it makes you wonder where else theyre hanging out . You probably read the Washington Post article couple weeks ago about the violence, the intimidations, the fear of people in langley park are living in because of gang members. What struck me is how frank police have been about their concern and their recognition about ms13 in our area. In years past, police were always circumspektd about talking publicly about gangs for risk of empowering gangs further, giving them a bigger platform, this is a big concern. Were trying to tackle this. Were doing the best we can. But its a big concern. It gives you an indication the scope and size of the problem here. Holiday traveler jailed on judges orders because of phony 100 bills discovered in the mans luggage and wallet in dulles. 12,000 worth. He was planning on buying a lot of holiday gifts. He told police, according to the feds, he was carrying money to buy gifts perhaps around the hes been arrested. Hes been jailed. Thing is, hes not the only counterfeiter to go through dull es. More than half dozen cases in the last couple years more than half million worth of fake money. Dull es has a Huge International traveler component to it. Police chief credits the cit progress in dealing with the problems that hate crime like Substance Abuse and Mental Health issues. Mark, its not perfect, but that is a good trend for new chief and for a mayor heading into an Election Year. Yeah. I will tell you right now they do not want to talk about it because they do not want to jinx it going into the final week of their few days of 2017. But when you look at the numbers, it is all but impossible for there to be enough crime in any category for the district not to end up city wide with every single category except for one category which they say remains flat robberies. Which is you leave your iphone on a table and somebody snatches it, murder, sexual assault, theft from autos, cars, all of that has gone down in the past year city wide and you can expect on january 2nd, the mayor and chief will take a huge victory lap and, again, as you said, shes running for reelection, so this will be a big part but what about ward 8 where the rate is not going down . Right. And if you look closely at these numbers and break them down by neighborhoods, you will see east of the river in the seventh Police District eight wards, seven Police Districts, those neighborhoods across the river, thats where theyve seen Violent Crime remain high. And so, people in that neighborhood dont want to hear that crime is down. You know, i did an interview with Council Member robert white a victim of crime himself, his cars were stolen and broken into over the christmas holiday. Crime in your neighborhood is down, and he said bluntly, crime victims dont ever want to hear that crime is down because its not down for them. Scott, im sure you know the story of the 17yearold High School Student who was killed, his mother says, over his brand new air jordans. That story went viral. That case sort of semiballizes the problem that d. C. Has. Anybody who is victim of crime does not want to hear crime rates being down. If the mayor and if police chief are going to have a victory lap in early january because its an Election Year about 2017s crime stats they have to be cautious about doing that. Reporter she also studied, performed and earned a dance degree at Howard University and taught there for over a decade. Today she teaches at her studio on third street northwest called the davis center. I teach ballet as a means to prepare young people for the real world. Ballet requires discipline. Three. One of those troopers was seriously injured back in june, but he is now back on the job and speaking with the news 4 eye team scott mcfarland. Patrol from the wilson bridge all the way up to route 50. In his second year, solomon flash learned how to navigate route 4 and the beltway in Prince Georges County. Hope people stay vigilant. On route 4 in june the driver was not vigilant, he said. The vehicle hit mine in the rear and it sent my vehicle i guess in the opposite direction of where everything was. Reporter the other driver was drunk, police say, and crashed into flash, seriousing injuring him. I was disoriented. I really dont remember it too much of what happened. I dont remember how i got out of the car. I was glad everybody was able to walk out of the incident. Reporter theres a deeper problem, trooper flash isnt the only one. We found at least eight troopers have been hit by suspected drunk drivers this year, including one trooper who was hit twice. New law signed last year in maryland is aimed at reducing drunk driving, requiring people convicted of drunk driving to prevent them from driving under the influence again with ignition interlocks.
