Northwestern pennsylvania, one of the hardest hit areas out there. 53 inches of snow fell on eri pennsylvania, over a 3 hour span making it the highest total in new york state. Even the snow plows needed help getting dug out there. There were some scary moments, a jetblue flight as it landed at boston Logan Airport, passengers say the plane started skidding and spun around. It did come to a stop between two taxi ways. Some say they were jostled but no one was hurt. Outside, you think its cold here . Be glad youre not in chicago. It could reach as low adds 15 to 25 below zero. The brutal cold there expected to last through tomorrow. Chance of snow returning there later this week. We dont have any big snowfall headed our way but we do have amelia who used to forecast in erie. Yeah. 53 inches there. Is that lake effect snow . Yes, it was lake effect snow. Thats how they can get so much snow there. You have the lakes that are warm bodies of water. You have colder air moving in. And thats just like the perfect machine. 53 inches, doesnt that sound wonderful . Where would you put it . Yeah. I want to explain how this works. Typically in our area we dont see a lot of lake effect snow. We can have some streamers coming down. We would want a northwest wind for that to happen. It wouldnt provide us 53 inches. Heres how it happens. Lets pretend that is lake erie right there. With warm water and you have the cold land, 32degree water or warmer, lets say the land is at about 15 degrees. You then have very cold arctic air moving in from canada, passing over that warm water. So, as we see that water rise, it condenses and then you start to see the snow bands form and this is where you get those 53 inch 53 inches. The other thing interesting, you travel a couple of miles and they barely see any snow at all. So, kind of an interesting phenomena up by the great lakes. Here in our area we are completely dry on storm team4 radar. Take a look back here in indiana an c disturbance. To maybe bring us snow tomorrow morning. What does this mean for you . First of all, its a chance, not a guarantee. But the time line would be between 3 00 and 9 00 a. M. Heres the thing if the snow does fall. Code road temperatures well below freezing plus the timing right around the morning commute for those of us going into work tomorrow. Would certainly lead to slick spots especially on untreated roads. We could see reduced visibility where and if the snow does fall. Right now i think the best chance is going to be right around the d. C. Metro area. Certainly some slick spots are possible tomorrow morning. But by the midday hours, 11 00 a. M. , noon and onwards, roads are completely dry and just fine. Thursday its dry. Its all about the cold finish to the week. A high tomorrow of 31, feels more like teens to around 20 when you factor in a bit of a breeze. And those morning clouds will give way to plenty of sunshine by the afternoon and evening hours. It will certainly look deceiving outdoors tomorrow when you step out. Youll definitely want the warm jackets, the glo potentially having a moderate impact on your day with a 30 chance for snow showers. If youre making returns, again, just hold off a little bit if it is snowing. By 10 00 a. M. , we should be just fine across the area. And taking down the holiday lights, dealing with those feels like temperatures in the teens and 20s. Heres your storm team4 four day forecast. On thursday, high temperatures only in the 20s, with plenty of sunshine out there. As we look to friday, maybe a few flurries, but for the most part its a dry day. Were around 34 high friday. Saturday the best chance for snow out of the tenday forecast. 60 chance for snow showers where we could see minor accumulation, otherwise breezy and cold. Temperature around 30. New years eve, its 27 degrees, but with the winds as we ring in the new year at night, it will feel in the teens. 24 degrees, were watching a storm system that now looks to miss our area to the south and east. So, the lights can stay up until march. With this tenday you got it. Thanks, amelia. Bumped out of first class, a d. C. We have new developments tonight in our Ongoing Investigation of washingtons water woes and the skyrocketing fees driving up bills in d. C. The iteam first revealed the d. C. Water is cutting the district and federal governments a break by not billing for runoff from thousands of miles of public roads and sidewalks. So, we now know how much thats costing the rest of you. And its a d ooze y. Investigative reporter jody fleischer isre found. Reporter when we asked d. C. Water how much it was losing no one could tell us. We asked d. C. Council, no answer there either. It appears no one studied the numbers before the city and federal governments got this mammoth exemption. Now we have obtained records from the department of enter skbri and environment and did the math ourselves. D. C. Water is missing out on 84 million a year because of those exemptions. Now, those fees are part of the Clean Rivers Program which charges every customer based on the Square Footage of their property thats impervious. Meaning it could add to the districts stormwater runoff problems. Now, a huge portion of those fees comes from private sidewalks, roadways and parking areas. But back when d. C. Water created the fee a decade ago, it decided to exempt public roads and alleys from that calculation. That is really frustrating for neighbors whose streets and sidewalks are considered private. They are billed hundreds of dollars a month. Some homeowner associations pay tens of thousands each year. And thats painful. At the end think the pain level is important, but so is just transparency. And oversight. And residents being confident that people are looking out for them. Reporter now several of the district advisory neighborhood commissions have hosted forums, passed resolutions and written letters to councilmembers urging them to do something to make the Fee Structure more fair. Most homeowners pay about 300 a year. Theres already one piece of legislation pending to ease the burden on cemeteries, which we reported could close from the high fees. At least one other councilmember is now considering how to address this issue involving the public roads. Interesting. 84 billion. Thats a lot of money. A lot of money, per year. A lot of money. Wow.
