It was so intense that it totally destroyed one Apartment Building and seriously damaged another building nearby. Fire engulfs the top two floors of this Apartment Building. Flames shooting through the roof. Confusion caused by smoke and noise. One resident escapes thinking his family is right behind him. You get to the door, i see its smokey. M. , as the first firefighters arrive, it is already a well advanced fire. The two residents that were found in windows and firefighters took them down by ground ladder. Reporter five residents injured, three taken to a local hospital for smoke inhalation and minor injuries. One firefighter is treated on the scene. But returns to duty. The fire leaves at least 12 families homeless just days before christmas. The American Red Cross is working with 21 adults and 11 children displaced by the fire. We got to learn so much more about what caused this train to derail as the first of those railcars was loaded onto a flatbed truck earlier this morning by one of these gigantic yellow trains behind me. As train cars are hauled away for further investigation. Tonight that suspect is in jail in Frederick County although he was arrested here in Montgomery County at his home in Leisure World where police say the rape ur maryland. The suspect is reyes. A sex offender who pleaded guilty 20 years ago to sexually assaulting a minor. According to charging documents in this most recent case, he met the 12yearold boy in an online chat room and convinced him to sneak out of his home after his grandmother fell asleep. Police say despite what the boy has been through, hes been able to help police find the man he says raped him. He has been very strong throughout this. Hes provided us with a lot of really good information that helped us identify, track down and ultimately arrest our suspect. Reporter according to police, this is where the rape happened at his apartment in the Leisure World development. The rape happened on the evening of december tenth. Early the next morning, the boys grandmother called police. Three days later, Police Searched the home and arrested him. A neighbor tells news4 police used a battering ram to break the door of the suspects Leisure World apartment. According to charging do reyes drove the boy from his home in frederick, maryland back to Silver Spring where he raped him, then he drove the boy back to frederick and dropped him off. Anybody had any contact with this gentleman please give us a call or call your local police department. This is not we dont believe this is his only victim. Arlington county police has released a new composite sketch as they work to solve a rape case. The victim was attacked in sherlg ton last month. She was loading items into her car on South Randolph street when the man pushed her down and sexually assaulted her. Today Police Released the sketch of a man hanging around the area two hours before the attack. A big push to pass the dream act on capitol hill today. Lawmakers gathered to urge congress to include the legislation in a spending bill needed to keep the government open. News4 has learned the School System was aware of the issue and did their own investigation more than grade tampering claims. The ceo of the School District sat down were with our bureau chief Tracee Wilkins to talk about what he will tell parents tonight. Tracee . Reporter well, in this report we see that the Prince Georges CountySchool System acknowledged a year ago that they had an outdated Record Keeping system and that it could cause some big problems for the School System and it left them vulnerable. They tell me they thought they could get those problems fixed before a state investigation. Theres no company, there is no district in this country that isnt setting metrics and saying were going to seek these goals. But nobody said, cheat to get there. Reporter dr. Kevin maxwell leader of the Prince Georges County public School System is hoping to convince parents and the state that he has control of the School System. This after a state audit found more than 5,000 students graduated last year without proof they met graduation requirements. We want our parents and our students to have confidence in us and in the meaning of a county. Reporter according to the audit the School System lacked monitoring and procedure clarity. Does not adhere to graduation policies, has poor Record Keeping and grade change irregularities. Tonight maxwell presents solutions to parents and the school board. We have limited the number of grade change managers that we have, and we have instituted some visits by Central Office staff and others to go into schools and sort of spotcheck records. Reporter news4 has obtained documents showing that the School System was aware of its many Record Keeping issues last year after conducting its own internal investigation. The report shows student records were not properly maintained and that it was noncompliant with state mandates and graduation summary completions. We did know about some of the problems with our overall systems and we actually turned that information over to the external state auditor to include in their report. And some of the issues that were mentioned, we started to address. Reporter the School Systems soaring graduation mocked at a board meeting. Progress on the Graduation Rates was all fake.
