This was a key Campaign Promise for President Trump. He said nobody could rebuild the nations infrastructure like he could and he would do it on time and way under cost. Today he laid out his plan to do that. President trump is excited to talk about infrastructure. To me this is a very, very sexy subject. The media doesnt find it sexy. I find it sexy. Because i was always a builder. Reporter the president calling for a 1. 5 trillion investment to fix the nations roads highways bridges and airports. But only 200 billion of that amount will come from the federal government. The Trump Administration is looking for state and local governments to really bear the brunt of the financial burden and will offer incentives so theyll step up and open their wallets and also look to create private partnerships. All right, happening tomorrow, the man accused in the stabbing death of a woman in yeadon, Delaware County is expected to appear in court. 37yearold byron allen is charged with first degree murder and other offenses in the september 2016 killing of natasha gibson. Gibson was killed as she was walking from a bar to a friends house on bailey street. Police say gibson was that stabbed more than 20 times. The School District of philadelphia saying goodbye to polly styrene or styrofoam serving trays. The district announced today it will begin rolling out the use of compostable round plates at its middle and high schools trying to do better for the viral. The grand canyon helicopter tour had six british tourists and a pilot on board when it went down saturday night. Three of the tourists were killed. But the wreckage landed in steep rugged terrain and the rescue operation took eight hours because First Responders also had to helicopter in and then hike more than 20 minutes to get to the crash site. Temperatures are in the low 40s now to the north and west, allentown, reading, 41, 43 degrees, 47 in philadelphia, 45 for millville, the Atlantic City airport and dover and cape may 44 degrees but as we press forward into the evening overnight hours early in the morning temperatures do drop pretty quickly here and it does turn chilly. By early in the morning you can see those numbers 27 degrees at 7 oclock in the morning, freezing by 11 oclock tomorrow morning, so it is a chilly start to our tuesday but we have the sunshine to deal with which is not a bad thing. As we look at satellite and radar, front pushing offer the coast with all of that rain and we saw anywhere between two to as much as four plus inches of rain between saturday afternoon and early this morning. There is some of those high clouds displaying really nice sun sets at the north and west but even those high clouds will tend to fall apart. So, mostly clear tonight, but turning cold, 19, up towards the lehigh valley, northern parts of bucks county early tomorrow morning, 26 for center city. Winds out of the northnorthwest between about five and 10 miles an hour adding a little chill to the air. High pressure is parking itself over new england. Thats going to send that wind out of the northerly direction here for tomorrow. In fact, if youre planning your evening here on wednesday, rain arrives late, 4 oclock, 51 warm degrees with those clouds increasing. 6 oclock 49 degrees and if youre hitting dinner at 8 00 it still should be dry at that point of 48 degrees but then it quickly turns wet between nine, 10, 11 00 and midnight as showers arrive and temps stay pretty steady in the mid 40s. Could dry late friday but temperatures going to fall throughout the afternoon on friday and that sets up for a chilly start to the weekend but at least its sunny saturday of 40 degrees and then a nice warmup. Monday night, delaware is seeing a Record Number of flu cases and aid is expiring for dozens of puerto rican families who came to philadelphia in the wake of Hurricane Maria. But the big story on action news tonight is a man set on fire in the olney section of philadelphia. Police say a 34yearold man was kidnapped and driven to the 5400 block of west ford road in olney. The abductors poured gasoline on the victim and set him ablaze. Action News Reporter sara bloomquist is live at philadelphia suv in hunting park. Sarah youve gotly got the full story. Reporter special victims unit is handling this because it involves an abduction. The victim was able to tell officers that he was kidnapped by three gunmen as he left work late last night. They drove him around for hours and used his cell phone to demand 10,000 in ransom from his family. This morning a burned out shell was that was remained of the victims 2006 Pontiac Grand Prix parked here along the 5400 block of west ford road in olney. It was around 5 45 in the morning when neighbors here first heard screams coming from a man trapped inside.
