Good morning. Candidate trumps core pitch was simple. If obamas for it, im against it. Nine months into his presidency, trump has been stymied by a mix of congress, the courts, our allies, and our adversaries. So this week, he took a page from obamas playbook. When persuasion doesnt work, take action on your own. He moved to decertify the iran nuclear deal. Well talk with u. N. Ambassador nikki haley about that later in the program. First, executive orders. They stop the subsidies to Health Insurers that help lowincome americans afford their coverage. The Congressional Budget Office estimates that action could cause premiums to jump by 20 in 2018. And 25 by 2020. The deficit takes a hit. More people will lose coverage. About 7 million americans benefit directly from the subsidies. Many more will feel the squeeze. A point hammered home by nevadas republican governor. Its going to hurt kids. Its going the hurt families. Its going to hurt individuals. Its going to hurt people with Mental Health issues. Its going to hurt veterans. Its going to hurt everybody. After his onetwo punch, the president invited democrats to fix what hes breaking. The democrats should come to me. I would even go to them, because im only interested in one thing. Getting Great Health Care for this country. Were joined by democratic leader nancy pelosi. Thank you for joining us. You heard the president. He wants to sit down and talk. Will you . I think were a little far down the road for that. Before we go into him and that this sunday morning, we have to be prayerful for what is happening in california, on top of puerto rico, texas, harvey, irma. The wildfires. The wildfires in california. The hurricanes throughout our country. The violence in nevada. People are hurting. We have to be very prayerful about that. And at this time, youre suggesting that we sit down with the president. The president says repeal and replace. Where is the replace . We havent seen anything. I dont think i think that this week, the week of friday the 13th, is the week that President Trump went rogue. He went rogue on Womens Health in particular. Affordable care act. The iran decision that he made. And as he continues his war on the middle class, with his unfair tax plans. So, so many things that are not based on evidence and thats problematic. Its not based on evidence. But the question is, what do you do about it . I tried to suggest that while we understand our differences, we can find common ground. If we have evidencebased decisions. You have governors hickenlooper and kasich, republicans and democrats, saying this is who wholesale chaos hes inflicting on the system. You see what republican governor sandoval said. We would like President Trump to face the facts. He either doesnt know or doesnt care. The payments stop next week. Now that the president s taken this action. So what do you do . How do you get them back . Will you demand them to keep the government open in december, for example . Were not about closing down government. The republicans have the majority. They have the signature of the president. Its up to them to keep government open. We dont go down that path. Butly say this. That republicans in congress have to be responsible right now were fighting them to get Childrens Health insurance. The c. H. I. P. Program reauthorized. And send it to go forward. Theyre holding that up. All of this to give a tax cut to the wealthiest people in our country. A war on the middle class. Its very, very sad. In terms of the health care, were saying, lets follow what senator murray and alexander are doing. Ald zander murray. Whatever way you want to put them. In the senate. Theyre trying to find common ground. And that should be encouraged. Thats one. The white house is saying Mick Mulvaney says the president doesnt support that on its own. Hes going to want some of his priorities in return. What are his priorities . Building a wall. Repealing obamacare. Oh, please. He wants to negotiate the Health Care Bill by repealing the Affordable Care act and building a wall . No. I think, in other words some of the things he did the other day, like saying, you can buy insurance across state lines. Thats already in the Affordable Care act. So, im just saying, what are what are his priorities . Except the priority for many of them is, there should be no government role. They never really, the republicans, never really supported medicare when it came into being. They now say it should wither on the vine. This is being about a public rule associated with the good health of the American People. And what theyre doing with their tax plan and their health bill will hurt medicaid. In the absence of action by congress, isnt the president getting what he wants by repealing obamacare step by step by step . Hes hurting the American People. This is not about policy or politics. Its about the American People. And if he is if he wanted to do that, why would he hurt people and say, now that ive taken the American People hostage, lets talk. We have a path in the senate, a bipartisan path. At least, i wonder if he knows what that path is. Because, from what he says, it doesnt sound like he has knowledge, knows the facts. Bases his decision on evidence. And, thats a problem. You say you dont want to shut down the government. The white house has made it clear, if the president doesnt get his priorities, like the wall, with the government funding bill in december, that he is not theyre not going to have the votes to keep the government open. Well, why are you putting that on us . They have the majority in the house and the senate and the president s signature. They have the power to keep government open. And if they dont, if they cant get there on their own, what price will the democrats demand for their votes . Its a negotiation. Its not a price you demand. Certainly, we intend by the end of the year to have a the d. R. E. A. M. Act passed. To protect young people. The president says, and i take him in good faith. He told us he cares about the young people. I think he cares about them because the American People care about them. Hes going to hear from the American People on the Health Care Bill, as well. Youre were moving from the one thing to the next because thats the chaos that is exists in the white house right now. And i just maybe hes being ill advised. I dont know. But i do know that when he speaks, he does not speak from the basis of knowledge. Thats why its so hard to deal with him. I have said to him, we have had differences with republicans across the aisle or down pennsylvania avenue, we have always been able to at least go forward based on data, evidence. Facts. A bottom line in terms of a number. To say, unless i get a wall, im going to shut our government down, is totally irresponsible for a president of the United States. And its part of his war on the middle class. He wants, again, a tax bill unfair to them. If he doesnt get that, repeal Affordable Care act. If he doesnt get that. Let me ask you a question. About your own leadership. One of your fellow members of congress, linda sanchez, a fellow government, came out this week saying its time for a change at the top. Our leadership does a tremendous job. We have a breadth and depth of talent within our caucus. I think its time to pass the torch to a new generation of leaders. How do you respond to that . I think we do have a great array of talent. And i have promoted it all along the way. I think when you see some of the people who represent the house democrats, like adam schiff and the rest, people i have promoted in the party. Getting them ready. Its up to the caucus to select its next leaderships. I enjoy the support of my caucus. And youre not going anywhere . Im here the Affordable Care act, as you know, is very important to me. And i when the president became president , i saw the threat to it. I said, i gotta stay to take care of the Affordable Care act. Thats my fight. My mission. But also, to have women, women at the table. At the leadership table. Im here to fight for our our better deal. Better jobs. Better pay. Better future for the American People. I think that the biggest evidence for lack of experience in a job is the president of the United States. So i fully intend to make on the basis of my knowledge, my legislative i think im a great legislator. I know the budget. I dont believe that i have selfpromotion is a terrible thing. Senator collins, thank you for joining us this morning. You announced this week youre sticking around. Staying in the Senate Rather than running for governor. One of the reasons you said is you want to fight hyp hyperpartisanship. You want bipartisan solutions. I take it one of them is what leader pelosi was talking about. The bipartisan bill in the senate to try to fix what is wrong with obamacare. Thats absolutely right. Im a member of the Senate Health committee. Which has been doing really important work to try to stabilize the insurance markets. To ensure that premiums go down and that people are going to have access to health insurance. That efforts been led by the bipartisan leaders of Lamar Alexander and patty murray. We have all had input. Four great hearings. And i hope we can proceed. Democrats have to step up to the plate and assist us. Its a twoway street. How about the president . Doesnt seem to have the support of the president right now. Well, im very disappointed in the president s actions of this past week. The debate in washington has been whether or not to repeal the Affordable Care act in the future. What the president is doing is affecting peoples access and the cost of health care right now. And i dont agree with his decision on the subsidies that help lowincome people afford their deductibles and copays. And i dont fragree with his executive orders. Congress needs to step in. And i hope that the president will take a look at what were doing. President also pushing very hard for tax reform. The first step is Senate Passing a budget. You hope to do that this week. Are you a yes on that budget . Im likely a yes on that budget. I very much want to see tax reform. As you know, we havent had an overhaul of the tax code since 1986. I dont think theres a single american that thinks the tax code is fair, simple, helps promote job creation. And that should be our goals. The question is, what kind of tax reform will the senate end up voting on. Some of your colleagues have pointed out concerns. Rand paul says he cant support a bill that increases taxes on the middle class. Bob corker cant support a bill that increases the deficit. What are your conditions . Well, i cant say this is going to be easy. I want to see us help our working families with tax relief and doubling the standard deduction does just that. I want to see us help our small businesses. And i want to see us pursue policies that will encourage our larger corporations to create jobs in this country, not overseas. Those are some of my goals. And i think we can get there. Theres bipartisan support for reforming the tax code. And i hope we can keep it a bipartisan effort. I just mentioned bob corker. He created quite a stir this week with comments about President Trump, including this to the new york times. He doesnt realize that, you know, we could be heading toward world war iii with the kind of comments that hes making. He said the majority of his republican dpleegs the senate agree with his concerns about the president s volatilitvolati. Are you one of them . Well, i have a lot of respect for bob corker. Hes been a good friend and an excellent senator. I dont think the twitter war between him and the president is very productive. I think the president needs to learn that his words really matter. That what he could say as when he was the private sector is entirely different. Every comment that the president makes, even if its an offhand comment, like the one he made about the calm before the storm, is scrutinized by both our enemies and our allies. So, the president needs to be more careful in his language. But, i think that we all need to get back to work on the issues. During the campaign, you wrote that the president s lack of selfrestraint was creating the possibility for a more perilous world. Has that come to pass . The president s comments at times have not been helpful in promoting stability and reassuring our allies. But he is the president. And i understand that. And as i said, i hope that hell be more careful with his words in the future. The president s former strategist, steve bannon was out this week declaring war on the gop establishment. Lets listen. And let me give a warning to you. Nobody can run and hide on this one. These folks are coming for you. The day of taking a few nice conservative votes and hiding is over. And right now, its a season of war against a gop establishment. [ cheers and applause ] says hes going to oppose every gop incumbent up in 2018 unless they say theyre not going to vote for Mitch Mcconnell as senate leader. Meantime, the president is going to be meeting with mr. Mcconnell tomorrow. Are they working at crosspurposes . What is your response to steve bannon . They are working at crosspurposes. This is not helpful or appropriate at all. Obviously, mr. Bannon has the right to support whomever he wants to support. But i think his rhetoric is exactly what the American People are tired of. They dont want this hyperpartisanship. They want us to work together. They want us to get things done. They want us to work across the aisle. They want us to work with the president. And mr. Bannons overthetop rhetoric is not helpful. Mitch mcconnell is the Senate Majority leader. The president needs him. Im glad theyre working together on tax reform and other issues. Im glad theyre meeting this week. Mr. Bannons comments are not helpful in that regard. Finally, Ambassador Nikki Haley is up next to talk iran. Do you support the president s decertifying the deal . Its important to distinguish between what the president did and what he didnt do. Decade decade put a spotlight on two troubling deficiencies in the agreement. Deficiencies which caused not only me, but also the democratic leader chuck schumer, to vote against that agreement. Those deficiencies include that there are no limitations on irans ability to develop Ballistic Missiles. Including an Intercontinental Ballistic Missile which could reach us. We need to remember that a Nuclear Weapon is the warhead and the means of delivery, as well. Second, he outlined a very important point. That is that under the agreement, iran has what i call a patient pathway to developing a Nuclear Weapon. So we ought to try to fix that. Thats what i hope that congress will do. And i hope that the president will consult more fully with our allies since this is a multilateral, not a bilateral agreement. Senator collins, thank you for your time this morning. But frankly, no deal means a greater chance of more war in the middle east. That was president obama in july 2015. Lets talk about it with the u. S. Ambassador to the u. N. , nikki haley. Thanks for joining us. The German Foreign minister said yesterday he believes decertifying the deal puts us more on a path toward war. Echoing president obamas comments. How do you respond . Iran is not saying death to germany. Theyre saying death to america. You have to look at the fact that this is not talking about the deal. This is talking about u. S. Law. And what u. S. Law says is every 90 days, you have to reevaluate and see if its still doing and still proportionate from what it was supposed to be. You look their support of terrorism. The Ballistic Missile test. You look at all that theyre doing with arms sales and all that, they are not proportionate to what the concessions that we gave them. Its something we can make better. You have had the president s military advisers saying iran has been complying with the deal. Lets take a look. Do you believe its in our National Security interest at the present time to remain in the jcpoa . Thats a yes or no question. Yes, senator. I do. Iran is not in material breach of the agreement. And i do believe the agreement to date has delayed the development of a Nuclear Capability by iran. That was general dunford. Hes saying theyre not in breach of the agreement. Were not saying theyre in breach of the agreement. Were saying of the sites inspected, no, theyre doing what they claim to do. But all sites have not been inspected. Decertifying signals noncompliance. No, it signals other things in the u. N. Resolution are not happening. Those are total violations. Theyre violating them. U. S. Law is not just part of the agreement. U. S. Law talks about everything else. Its good that it does. Theyre not violating the four corners of the nuclear deal. I think were saying, no, as far as we see, theyre in compliance of that part of it. What were saying is, is america still safe . Are we still okay with them doing all these other bad things . What youre seeing is, everybody is turning a blind eye to iran. All of those violations out of trying to protect this agreement. What we need to say is, we have to hold them accountable. They cant be continuing to support terrorism around the world like were seeing they do. They cant continue to test Ballistic Missiles, which will lead to a nuclear iran. They cant continue to do arms smuggling. In the way that theyre doing. Are we really ready to have them become a north korea . Are we really going to allow that to happen . Youre saying you believe there are other dangers posed by iran. But right now, remaining in the deal is to the National Security interests of the United States. I think thats hi you saw the president staying in the deal. Hes saying to congress, what can we do better . His engagement with congress is something that never happened under president obama. They were never allowed to discuss it or debate it. Congress will now be fully engaged on the threats with iran. These are all Lessons Learned from north korea. Every single one of them. Had this been done with north korea over the last 25 years, we would not be in this situation. What you see is the president is trying to make sure that iran doesnt become the next north korea. If the president moves to basically change the terms of the deal using congress, what kind of message does that send to north korea . Doesnt it send a message saying its not worth engaging in talks with the United States . It sends the perfect message to north korea. Which is were not going to engage in a bad deal. And should we ever get into a deal, were going to hold you accountable. Were not going to look the other way because we think we have made a deal and were not going to continue to watch it. We have to watch it. We want to be tough, be strong, hold anyone accountable. What is the president s position on talking to north korea right now . He had tweets saying secretary of state tillerson is wasting his time. Looking to talk to north korea. On friday, he said hes open to it. What is his policy . Is he open to discussing the Nuclear Program with north korea . Well, what were not going to do is what we have done for the last 25 years. Were not going to beg them to come to the table. Were not going to try to win them over with incentives and things like that. We need them to stop nuclear testing. Right away. Until then, until they show a willingness to try to be a Good International actor, no, theres no conversation that needs to be had. If they stop testing, there can be talks . Lets wait and see if they stop testing. On that, the president has hit secretary tillerson for wasting his time. Also reports that you and secretary tillerson are somewhat at odds. Politico says world war iii inside the administration. Your response . Its so dramatic. Its so ridiculous. No. I think what you have is sometimes secretary tillerson and i have differing opinions. When we come to nsc, everybody has different opinions. At the end of the day, we present the president with the facts. Let him make the decision. We all as a team go out and support that decision. I have my relationship with secretary tillerson, general mattis, anyone else. Its all a great relationship because were all looking out for the best interests of america. There is concern that the president is not backing the secretary of state. We played the clip from there bob corker earlier. He told the washington post, when you jack the legs out from under your chief diplomat, you cause all that to fall apart. Us working with beijing is effectively the key to not getting a binary choice. When you publicly castrate your secretary of state, you take that off the table. How do you respond . I think that is his opinion. I can tell you what i know. I have seen secretary tillerson and the president work together. They work very well together. They talk through things. And then they manage it properly. If there is an issue, i havent heard about it. What i will tell you si think theyre going through trying to protect americas interests. They have been very effective. The way we have been able to combat isis in iraq and syria. Were taking on iran. We have developed new allies. Saudi arabia. Egypt. All of these countries that were having dialogue with that we havent had a lot of dialogue with. Our european allies dont agree with what the president is doing on iran. Our european allies need to remember that theyre not the ones the threats are coming to. They agree those things need to stop. Now youll see us Going Forward talking about those things to bring iran in compliance not just of the deal, but of the International Community and what is expected to be a Good Community citizen. Van, let me start with you. The president s actions on his own this week. To undo obamacare. To undo the clean power act. To decertify the iran deal. Is this a substitute for action, is it effective . Or more talk in the absence of real support from congress . Well, i think that the president thinks of himself as a disrupter. And, thats a fashionable word right now in business. The reality is, in business, a disruption is when you have a new idea, a new product that is better than the old. Uber didnt go around smashing up taxi cabs. They had a better idea. The problem is, the president is breaking up everything. Erasing the obama legacy, and throwing stuff at congress and hoping they fix it. Thats not the kind of disruption that make america better. That is not leadership. Its achieving some of these things. Its simple. He said he was going to do these things. Hes doing it. On obamacare, he has a reform put in place on the associated plans. The paris agreement. Pulling out of the paris agreement. Ending the war on coal, it relates to the idea that well have manufacturing jobs and energy jobs in america. Stop the persecution of nuns. Nothing was murray dick louse to watch than that. Forcing people to pay for contraceptions. All of these things he simply said he would do. Its so refreshing. I think his conservative base cleaves to him because of the policy. Cleaves to him, but the question is, will the republicans in Congress Stand behind him . This governing by disruption is a risky gamble. I have talked to at least one republican who said the president s move on health care this week was no helpful. He fears theyll own this. The fallout of the president s decision. Here are the options. Especially on health care. They can go forward, replace these subsidies, as many republicans want to do. The administration not keen to do that. Many republicans say they wont do anything that props up obamacare. At the end of the day, if the president is able to force republicans and democrats to the table, break through the gridlock, hell show hes the great dealmaker that he claims. Otherwise, it could really blow back in his face big time. Charlie sykes is right. Do the republicans now own the Health Care Issue . Sure. You broke it, you own it. This is part of the problem. With all due respect, matt, hes not doing what he said. Hes sowing confusion, raising pain, shifting the blame. What youre seeing is not repeal. Not replace. Its not fixing. Its designed specifically to sabotage obamacare so that what . You can force the democrats to the table . But the problem is that were finding out, the guy who wrote the art of the deal is terrible at this. Hes a terrible negotiator. He doesnt understand policy, he doesnt understand the legislative process. I think mary is right. It will be hard to get a legislative fix. Katrina, the problem for democrats in all of this is that as all that happens, obamacare does unravel every day. Its been undermined. Sabotaged. I think that whats important for democrats in 2018 is to ensure that the republicans own trumpcare. As you said, its the pottery barn rule. You broke it, you own it. And i think that is a compelling message. Because, democrats and progressives can no longer just be about resistance. It has to be resistance, renewal, reconstruction. We need clear, compelling i would argue moral ideas of the best kind to tell americans that were on their side. All of this disruption is not transformation. Its not making america greater. Its making america sicker, poorer, dirtier. Its not providing Economic Security for those we need to speak to in those states like wisconsin and pennsylvania and ohio and erode the coalition which trump is diminishing. Can i mention on the health care piece . Lets all look at it. Obamacare gave the republicans in large part these majorities. We won on this issue for four straight elections. And, its also the left. Its Bernie Sanders and those on the the ones about to be candidates. Coming out theyre not against obamacare. Theyre undermining the central part of obamacare. The left is fighting obamacare. The right is fighting obamacare. And people have said, please. Ive never seen a president of the United States willing to hurt americans to get his way. Oh. Willing to have americans be sick. Possibly lose their lives, watch their children with conditions because he wants to get his way. I havent seen that before. I agree with you that our Health Care System needs to continue to be improved and changed. I support the progressive cause. Im willing to listen to actual conservative ideas. Im not willing to see the president of the United States put americans at risk to get his way. What can democrats do . But this is a perfect example of why this is such a combustible issue. Now you have lawmakers dealing with this as they head into the midterms. They head possibly for it to be used for leverage. Were trying to tackle a very long lengthy todo list. Protections for dreamers. Tax reform. Leader pelosi didnt want to really address it. The fact is, we are heading for a Government Shutdown without democratic votes in december. The question is what price are democrats going to demand to keep government open . I have a different take. You saw the president playing footsie with charles, chuck and nancy. That went nowhere. That was Double Crossing them real quick. As this country betrays dreamers. The Democratic Party shouldnt just be doing congressional politics. It should be launching a massive latino Voter Registration and turnout effort. That, to me, is part of the future of the the country. Build the coalition. And erode a coalition which trump, through his own failed promises, is eroding. That is politics. Thats long term. What about the short term . I cant see them willing to compromise much at all. Especially as, you foe donald trump and steve bannon declaring war on their fellow republicans. And, by the way, steve bannon was absolutely right hen he said, cutting off those payments was designed to blow up those changes. You have a republican civil war. I guess republicans will enjoy that. And the role that the president is playing is not only to burn bridges with his fellow republicans the. It is to, on a daily basis, distract them from the agenda. You think of all of these issues, and the role the president is playing, rather than showing leadership of any kind, hes sowing chaos, confusion, and distraction. I get the fact that there is an opinion on donald trump. A lot of people dont like him. But hes the president. Im kind of used to playing this role on these panels. For the democrats, for chuck and nancy, as they were referred to, its simple. They have to do their job. If they want to get things done, if they want to get daca done. Hen she ran for the senate because she talked about the atrocities of planned parenthood. This stuff deserves scrutiny. Not by the government, but by us. Some of the reason this works when trump throws a bunch is because the whole system has devolved into this im right, youre wrong, food fight all the time. The media we dont have a common set of facts. I think that trump is kind of taking advantage of that. I think the people in Silicon Valley need to be worried.
