But still, irma continues to be destructive. A final assault on the sunshine state, what was irma sinking parts of jacksonville with recordbreaking floods. From north florida to the southernmost point, damage left from coasttocoast. Devastating. Its devastating. Reporter people coming home to find neighborhoods like this one in naples under water. Trees uprooted. Mobile homes, airplanes, even the front of this Senior Living center torn apart. Its unbelievable. Reporter more unbelievable images from above the noflorida keys where irma made its first u. S. Landfall as a powerful category four, washing away roads. Some of the residents hours away from finally being allowed back home. It fills you with anxiety. And you imagine the worst after seeing some of the other reports. Reporter they expected the worst, too, on marco island. Irmas second direct hit, leaving damage and gratitude. We had predictions of ten to 15 feet of storm surge, and were grateful we were speared. Reporter a sentiment shared by so many floridians. The damage isnt as bad as we had feared. Reporter though millions are still living without power. Were living like savages. Reporter more help is moving in. They are making some progress. eve seen the lights come on here within t last few hours. But people here in frida are told toce for a few weeks without electricity. Whats the latest on the effort to try to get the lights back on . Reporter well, theyve got about 30,000 Power Employees working on it. Theyve had crews come from as far away as california, working in nonstop to try to get the lights on for people. Theyre making some progress. The number of outages is going down by the minute, but still about 6. 5 Million People in florida are in the dark this morning. Guys . Quite a bit of people in the dark. Marci gonzalez in tampa, thank you. And irma is now being blamed for at least 35 deaths across the caribbean. Ten people were killed in cuba. Most of them died in havana where chestdeep water surged into denselypopulated neighborhoods. Many peoples are still under water. For days the u. S. Government has been coming to the rescue of thousands of american temperaturists stranded touris. They may be surprised to learn they will have to pay for the cost of the flight. Before boarding, they have to sign a promissory note agreeing to reimburse the government. The state Department Says its been practice since the 1950s. And nobody will be denied service because they cant produce a checkbook or credit card. Already 50 of the outbound flights have been canceled. Many airports in the caribbean remain closed to flights after suffering the extent of damage there. As always, youre encouraged to check with the airline before heading to the airport. And the hurricane made the first of two landfalls in the keys. And residents will start to return. The damage varies from island to island, but there are practically no utilities. I spoke earlier by phone with heather s heather carruthers. It will take a week to ten days to get all the electricity to key west. But it could take as much as a month. There are 200 electrical poles down there. Whats your main point of concern right now . Working on water. Water reclamation plant is working in key west to help provide some water. But were still working on getting water. Because most of our water comes down from the mainland. And the ak whqueduct that suppl that water will be testing its quality and it takes a while to test that. And they will be doing it key by key all the way to key west. When do you expect to allow residents back into the keys. We will allow them into the upp upper keys on tuesday, september 12th, 7 00 a. M. But people need to be aware they will not have electricity, running water, a and cell tower are spotty. Our first priorities are making sure that people are safe and that we can restore infrastructure and services so that people can start rebuilding. And how are the roads . Are Emergency Responders able to access most of the areas they need to get to . Yes, i can tell you most of the major roads in the city of key west are cleared. Were doing that for every municipality is doing that. So access is moving along pretty quickly. Were very thankful for the response weve gotten from the state and from around the country, federal government, everybody has really stepped up. We have an Aircraft Carrier offshore. Its more navy ships coming in to help provide supplies as well. Well, even in its weakened state, irma is creating quite a mess as it heads north. Charleston, South Carolina got hit with a 10foot storm surge, the highest it has seen. It sent a rush of water into the downtown yare with such force it actually produced waves in the streets. As you take a look at the latest tracking, were expecting it to continue to move over northern alabama right too the to the midsouth area, memphis area into tennessee. Beach erosion for some areas that have left. And significant Power Outages throughout the entire southeast. I know its a difficult forecast to try to track irma. Now it seems as though hurricane joses path is a little for meteorologists. Yeah. Jose skittish at best. And because we have conflicting steering winds, jose is right now at about 85 Miles Per Hour. Lost a little punch from 100 Miles Per Hour earlier. Were expecting it to dance around and perhaps take another swipe at the east coast, but not quite so close. Irma triggered a record storm surge in jacksonville before flooding in charleston, South Carolina. But there is also news to tell you about, including the United Nations stepping up sanctions against north korea as punishment for its recent test. The Security Council approved sanctions that fell short of the ones originally sought by the trump administration. Nikki haley called them the strongest ever imposed on north korea. The storm is losing steam and moving inland. After carving out a massive path of destruction. Irma was reduced to a tropical depression overnight, but its still dumping lots of rain as it turns northwest with 35mileperhour winds. A driver captured this frightening scene on his dash cam. You can see a tree falling across the road. That suv slamming right into it. Driver survived. But the storm has claimed at least ten lives in the u. S. , dozens more in the caribbean. Nearly 8 Million People have no electricity. Including about 60 of florida. And the damage from irma in the u. S. Could cost as much as 92 billion. And starting this morning, residents will be allowed to return to miami beach and parts of theque keys. Abcs david muir has more on the damage. Reporter the new images now emerging from naples, florida, under water. Entire neighborhoods swallowed by the storm. This homes roof, gone. The right side collapsed. It was here that Hurricane Irma hit with the highest wind gust reported in florida, 142 Miles Per Hour. Trees snapping, pieces of the roof above us turning into projectiles. Debris flying through the air. After sustained wind speeds of more than 100 Miles Per Hour, suddenly, we were in the middle of the eye, when forecasters tell you, do not be fooled by the lull in the storm. And this is literally what it looks like the moment after irma passed. The wind has stopped. The rain has stopped and now we can see the devastation. But within 30 minutes afterward, the wind whipping up again. This was the backside of the hurricane, as it then headed north to ft. Myers and jacksonville. All over florida, so many people trying to get home. In miami, the massive traffic jam on the macarthur causeway. But here in key west, they are not allowed to return home. Andrew garcia telling me hes waiting to go home, but they wont let anyone in. Frustration and fear for so many families waiting to see if their home, their property survived. What are you hearing about further down . Further down is further down. The roads are washed away. You guys arent going to go pave the roads before letting us in. Its going to be weeks before the roads get paved. My house, my parents are there. Why wont they let us go . Im glad theyre okay. Were very grateful. Dozens have been rescued from flooding. In jacksonville, some were evacuated by military surplus trucks and small boats all because of the flooding that began after the hurricane moved on. It is the result of runoff and three to fivefoot storm surge. Lets check where its going now with Paul Williams who has the forecast, paul . Good morning to you, diane, kendis. What we have right now, the outer waves or bands of the storm still causing problems as it nudges its way to the midsouth. The counter clockwise rotation you can see clearly. But now that its a tropical depression, folks will say its not as bad. Its true, but its not. We still have 35mileperhour winds and the movement is northwest at 15 Miles Per Hour. But those bands bring with it flooding rains and were expecting it to track across northern portions of alabama, memphis and the midsouth and curve to the most southern tip of illinois. Although irmas weakening, look at the amount of area shes going to cover. And touch with scattered showers, ranging from two to eight inches in some areas. Paul williams, theres a reason they call it the low country in South Carolina. Part of the reason is its very susceptible to a lot of flooding. Paul, thank you. And many people from south florida evacuated to orlando. But that city was also hard hit by irma, with nearly a Million People without power. Two deaths were reported during the hurricane, one from a car crash and another an apparent electrocution from a downed power line. All Central Florida schools will be closed today. But disney world and universal reopen. A delta 757 trying to land in atlanta was knocked around by cross winds, finally diverted to charlotte, north carolina. 1200 flights were canceled to and from atlanta yesterday. Delta and other airlines are increasing their atlanta flights today. Airline service in florida will start to return later on this morning. And theyre estimating if you take the total cost of Hurricane Irma, with the total cost of Hurricane Harvey, that it adds up to be about the same as hurricane katrina. Back to you. And marci, whats the latest on people getting back to their homes . We know the highways are crowded. Some people are stuck in shelters. Whats going on with that . Reporter a lot of people still staying in shelters this morning. About 100,000 across the state of florida. 400 shelters, more than 400 shelters are still open this morning because some people are having trouble getting home. A lot of gas stations are still out of fuel. People are stuck where they are. There are the people who lost their homes in the storm. And then there are those widespread Power Outages. There are people who have medical issues, so they cant go home and be in a place that doesnt have electricity. So theyre having to stay in shelters longer than they expected. Wow, more than 100,000 people in shelters in florida alone. Thank you. Residents and Business Owners can begin returning to parts of the florida keys at 00 this morning. Thats where irma first made landfall in the u. S. Now those people who evacuated are eager to see whats left. Amy robach is there. Reporter the first look at the destruction in the florida keys. In cudjoe key, cars tossed from the roads, buried under sand. Homes knocked right off the foundation. We saw damage from above. We are flying over u. S. 1 right now, that is the road that is shut down for residents who are trying to get back. The only way you can access the keys now is by air or by sea. Bridges now damaged. We see streets completely flooded. We see boats thrown upside down. Roofs ripped off and entire trailers or mobile homes demolished. Looking down at the Mobile Home Park in marathon, it looks like a debris field. Some of them, they are just completely destroyed. This piece of paradise now on a long road to recovery.
