In new jersey tonight, a mother and her two young daughters are fighting for their lives after being pulled from their burning home. A fastmoving fire started at their home in bergen street in newark overnight and quickly spread to several buildings. From newark. Reporter the smoke and flames shot through the roof and windows of this Apartment Building on bergen street just after 3 30 a. M. Smoke. It was like wires burning. Reporter the fire spread to neighboring homes on the block. Firefighters had to move quickly to save a family on the third floor. Multiple rescues. A child was pulled out of the building via ladders, front window. Other people were moved out of the interior. Reporter neighbors say the sisters are approximately 4 and 9 years old. The girls parents were also taken to the hospital. We have several serious injuries to civilians, as well as we have some injuries to firefighters and theyre all in stable condition. The firefighters are. Theyre good. My daughters play with their daughters. Theyre funny, theyre good children. Reporter good win matthews and her family live on the second floor of the building that caught fire and ran out. She tells me she was petery ified but is now focused on her neighbors. I just hope they come out of it. You can see just how badly damaged the back of this Apartment Building is. Of the fire gutted out the top floor and roof of the building. And investigators, theyre still looking into the cause of this fire, and dozens of other families here on the block were affected by it as well. In newark, sheldon dutes, news 4 new york. Tonight, three people have been charged in connection to a bizarre Home Invasion in queens. Police say three men broke into a home in Jamaica Estates in april. Changed the locks, and ordered the owners to hand over the deed. Prosecutors say the owners got their house back after paying a locksmith to change the locks. Jewelry, cash and other property stolen. All three men are now charged with burglary, unlawful eviction, criminal trespass and other charges. Several more attempts to guide a dolphin out of shallow unsuccessful. Though apparently healthy, the dolphin stayed within a couple hundred yards six miles from open water. After a failed effort yesterday, plan b was to use a jet ski to push him down river but that didnt work. Then they used an acoustic pinging device. That failed too. Theyll try again tomorrow. Those are just two of the recommendations by the federal monitor overseeing changes at thine nypd. News 4s jonathan dienst is here with details. Reporter sibilia, rob. Its soon likely nypd officers have to explain right on the stop. Its being called an explanatory receipt, and the plan says anyone stopped gets a written form which will include the name of the officer who made the stop, federal monitor asked a judge overseeing the nypd reforms to put this plan in place next month. The officer must offer an planatory receip ato a person stopped but not arrested. This. And include boxes to be checked, like the person was stopped for possible drugs or a gun. Or they had matched a description of a suspect wanted for a crime. Supervisors will then review these writups and civilians can use them to file a complaint if they believe they were stopped unfairly. Commissioner bratton supports the plan but the pba blasted it, satying these new document oversight measures will deter use of stop and frisk and emure the demise of proactive policing and undoubtedly lead to an increase in crime. Civil liberty groups cautious, saying they want even more detailed explanations for stops, rather than just a simple receipt. Todays plan also calls for the rewritten. New pages would lay out rules for when an officer can make a stop of a civilian in order to help prevent racial profiling. If approved, this new plan could begin september 21st. Back to you.
