Highcrime neighborhoods. That mass shooting outside of brooklyn house party has some people calling for police to do more in the 75th precinct. The iteam took a look at the numbers and found that cops are actually taking far fewer guns off the street than they used to, and that is renewing the debate over stop and frisk. The iteams Chris Glorioso is in brooklyn with the details. Reporter sibilia, two years ago, a federal judge said the nypds stop and Frisk Program was unconstitutional, and under commissioner bratton, stops have fallen off a cliff. But after the bloodshed this weekend here in East New York, some neighbors are calling for more stops, not fewer. Stop and frisk. I mean, theres more shootings, theres more killing. Reporter East New Yorks Francisca Hillman has become a reluctant supporter of stop and frisk. She says shes noticed as officers stopped fewer people, violence has gone up around the pink houses where she works with senior citizens. Do you think that they ought to begin stopping more people . Yeah. Sad to say. Yes. Reporter the iteam analyzed stop and frisk data, published by the nypd, and found fewer stops are resulting in fewer guns taken off the street around East New York. Look at this map. In 2011, the peak of the nypds stop and frisk strategy, cops found 57 firearms in the 75th precinct as a result of stop and frisk episodes. Each marker represents a gun. But last year on the same streets, officers picked up just seven guns as a result of stop and frisk. Thats ridiculous. There should be more guns off the street. Reporter after saturdays shooting that wounded nine people outside an East New York house party, the de Blasio Administration issued a statement stressing there is no correlation between stop and frisk and crime rates. And the number of shootings citywide is up just a fraction of a percentage point. We are not calling for the return of the days when hundreds of thousands of young people were stopped and frisked for no reason at all. Reporter Brooklyn Borough president eric adams says the 75th precinct needs more police resources, not necessarily more stops. Earlier this summer, the nypd did put more boots on the ground here, launching the summer allout plan to flood highcrime neighborhoods with more cops. In East New York, there have been 14 murders so far this year. Thats six more killings than all of last year. And there are still five months to go in 2015. There has to be some form of modification to stop and frisk in order for it to be successful. Reporter although fewer stop and frisk episodes are resulting in fewer guns taken off the streets here in the 75, if you look at the ratio of guns taken off the streets per thousand stops, thats looking better. Three years ago, there were about two guns taken off the street per every thousand stops. Last year, there were more than seven guns taken off the street for every thousand stops. Also today, the nypd said if you count all arrests, not just stop and frisks, theyre taking off more guns this year than they were last year. Officials are holding a town hall meeting right now at the bronx museum of arts to answer public questions. News 4s ray villeda is there. Ray . Theres actually a long line of folks outside, also waiting to get in. Were also waiting for an update from the health department. The latest numbers is that there are 71 people sick and 4 people have died as a result of this legionnaires disease outbreak. Tonight, these folks want to know whats being done to stop the spread of the disease. Because im concerned, because theres more questions than answers to this disease thats going around. Reporter tonight renita henry hopes to get some answers. She lives in the south bronx and is worried about the spread of legionnaires disease. The outbreak started july 10th. Dozens have been sickened. Its a type of pneumonia spread when people breathe in water droplets contaminated by the legion necessarilia bacteria. Im scared, because its right in the backyard, you know. Every time they keep on, a different report is saying its getting closer and closer and in the hospital, the concourse plaza. Reporter Health Detectives have traced the bacteria to five cooling towers at the opera house hotel, Lincoln Medical and the mall. Also a Verizon Office Building and plastics company. Its unclear which of the contaminated towers led to the outbreak. The cleanup was under way when we stopped by streamline. Its president tells us none of the employees have gotten sick. Over the weekend we did remediation. We decontaminated and everything got cleaned up. And today we since we have all the water down, we just decided to clean the tanks. The cars back windows were slightly open and the rear of the car was in the shade but police say they still had to rescue that pup. The dogs owner was issued a summons. On capitol hill, president obama unveiled a final version of his plan to limit emissions from u. S. Power plants. President touted the plan at a Clean Power Plant event at the white house, calling it the single most important step the u. S. Has taken a fight in climate change. The president says he is convinced that no challenge poses a greater threat to our future and future generations than a changing climate. The plan focuses on investing in solar energy and meeting standards in renewable and lowincome Energy Efficiency. With this Clean Power Plan by 2030 Carbon Pollution from our power plants will be 32 lower than it was a decade ago. And the nerdier way to say that is that well be keeping 870 million tons of Carbon Dioxide pollution out of our atmosphere. The president said the u. S. Cant risk being too late in stopping climate change. Opponents plan to sue, saying it will cost jobs and raise utility bills. If the president gets his way, the Clean Power Plan promises to drastically reshape the way we get our electricity. Brian thompson takes a look at how it might impact our neighborhoods. Reporter the president s Clean Power Plan is aimed in great part at these, generating stations that burn what governor christie calls dirty coal. And in jersey city neighborhoods, less coal burning is seeing as good as asthma sufferers like Victor Montas and his daughters. We have to keep seeing the doctor. Reporter there are three coal plants, two in new jersey. Pse g, which runs them all, only during high electricity demand, says it needs them for at least several more years. Weve long been in favor of reducing greenhouse gases. Reporter a few years ago, pse g put up thousands of solar panels on electric poles. It does efficiency upgrades such as this in downtown newark, saving the equivalent of what 20 Single Family homes would use. Energy efficiency is by far the cheapest and the most effective way to get at climate change. Reporter but environmentalists pushing wind power and here in the solar rooftops being installed by nrg home sale seoul lar say more is needed to get the world beyond coal and costs are now competitive with fossil fuels. This is the first time in history the epa has said were going to regulate the Carbon Pollution thats belching out of our nations power plants. Reporter states get to decide how to reach the president s goals, whether its more rooftop solar, Energy Efficiency or something else. But if the result is more blue sky, asthma sufferers like alicia davis, will gladly pay more. Everybody deserves clean air. The worst of them northwest of sacramento, where at least 24 homes are destroyed, 6,000 structures are threatened and 13,000 people have been urged to gather up their safety. 9,000 firefighters are working more than 20 fires across the state. But the socalled rocky fire has proven the most dangerous and confounding, tripling in size over the weekend. Nbcs joe fryer is there with the latest. Rowdy good evening, lester. You can see we are surrounded by smoke from the rocky fire. 2,500 firefighters are now on the ground here. And weve heard from veterans whove been doing this 10, 20, even 30 years who said they have never seen a fire behave like this one. The villain of Northern California is a massive agile wildfire that refuses to be contained. Condition thats were seeing on this fire are unprecedented. Very much a challenge for firefighters to try to predict when you have such erratic winds, winds that are changing throughout the day. And its always going to be something that were concerned with
