With pending federal fraud charges, ex-East Bay cop arrested on felony charge for allegedly threatening police officers

Brauli Rodriguez-Jalapa was arrested Feb. 10, allegedly after threatening Clayton officers who say they found him passed out while intoxicated behind the wheel of a stopped car.
