Wilmington City Council considers solutions to panhandling, without running afoul of the Constitution

Wilmington city council is looking for solutions to panhandlers in town, but it’s unconstitutional to outlaw the practice. That leaves enforcement of other laws on the books — or addressing the reasons people are panhandling in the first place.
