Williams: VA must restore voting rights for all ex-offenders

Policies that create a class of noncitizens — rooted in an ancient concept and sustained by racism and intimidation — are anathema to the notion of second chances. The voting rights of ex-offenders should not depend on shifting political winds or the whims of a single elected official.
