Why Rabbi Shai Held says love is the cornerstone of Jewish belief

Does this notion of Jewish love — as in Leviticus 19:18: “Love your neighbor as yourself” — extend beyond the circle of Jews? Is this a universal feeling, or does it apply only between Jews?
