Why isn't there a green turn arrow to go east from Sheridan to Morrison Road?

What's driving you crazy? Carl from Denver says it's really difficult to make a left turn from southbound Sheridan Boulevard to head east on Morrison Road and wants to know why there is no left turn signal at the intersection.
