Why Gavin Newsom's gun control constitutional amendment hasn't gone beyond California

Governor Gavin Newsom has proposed changing the U.S. Constitution to place new restrictions on gun ownership, but no other states have joined his campaign for a 28th amendment, and the effort appears to have gained little traction outside of California.
