Safe Exchange Zone is an area that is usually designated by the town or local law enforcement that is monitored by cameras 24 hours a day, 7 days a week. It is designed for people to make exchanges safely.
And a lot of them have signs (example in Brick is shown in picture above) so you know that you are in the right place.
But when I started doing some digging, I could not find a single Safe Exchange Zone in Atlantic or Cape May Counties.
