Westerville police reviewing officer's actions after suspect arrested for Pokémon card theft

Westerville police are not releasing the name of the officer, who punched a suspect 13 times when trying to arrest him. The department cited Marsy's Law, a constitutional amendment meant to give rights and protections to crime victims.
